La pace di Vestfalia del 1648 pose termine a due guerre che funestarono l’Europa nel XVII secolo: la Guerra dei Trent’anni tra l’imperatore e gli Stati del Sacro Romano Impero, cui presero parte altri 16 Paesi europei, e quella degli Ottantant’anni tra le Province Unite e la Spagna. Sebbene gli aspetti confessionali, cattolico e protestante, avessero avuto un ruolo importante nei conflitti, prevalse la lotta tra i singoli Stati per l’affermazione dell’egemonia politica ed economica. Con grande mutevolezza di alleanze e sacrificio di soldati e civili, le guerre tedesche con violenze, fame, malattie ebbero come risultato quasi il dimezzamento della popolazione. Ma nel campo delle relazioni internazionali, furono gettate le basi per l’equilibrio di parte consistente dell’Europa e dell’assetto dei moderni Stati europei. Gli articoli del trattato che riguardavano la Germania divennero fonte di diritto pubblico e il potenziale distruttivo del dissenso religioso fu espunto dalla storia del Paese.
