The “failed states” literature is important because it aims to understand how state institutions (or lack thereof) impact conflict, crime, coups, terrorism and economic performance. In spite of this objective, the “failed state” literature has not focused enough on how institutions operate in the developing world. This book unpacks the state, by examining the administrative, security, judicial and political institutions separately. By doing so, the book offers a more comprehensive and clear picture of how the state functions or does not function in the developing world, merging the failed state and institutionalist literatures. Rather than merely describing states in crisis, this book explains how and why different types of institutions deteriorate. Not a one-sided study of victimization, this book treats the contributions of both the Polish state and the German minority to the conflict that culminated in their mutual destruction. Based largely on research in European archives, it sheds new light on a key aspect of German-Polish relations, one that was long overshadowed by concern over the German revanchist threat and the hostility that subsequently dominated the German-Polish relationship. Thanks to the new political situation in central Europe, however, this topic can finally be addressed evenhandedly.

Civil-military relations have been a consistent theme of the history of the Weimar Republic. This study focuses on the career of General Walther Reinhardt, the last Prussian Minister of War and the First Head of the Army Command in the Weimar Republic. Though less well known than his great rival, Hans von Seeckt, Reinhardt's role in forming the young Reichswehr and his writings on warfare made him one of the most important and influential military figures in interwar Germany. Contrary to the conventional view that civil-military relations were fraught from the outset, the author argues, Reinhardt's contribution to the military politics of the Weimar Republic shows that opportunities for reform and co-operation with civilian leaders existed. However, although he is primarily seen as a liberal General, this study demonstrates that he was motivated by professional military considerations and by the specter of a future war. His ideas on modern warfare were amongst the most radical of the time.
