Os afazeres relacionados ao cuidado da família e do lar são histórica e culturalmente feminizados. Para que essa situação seja revertida, é necessário que os Estados assumam sua responsabilidade nessa atividade, desenvolvendo políticas públicas de redistribuição dos cuidados. O Brasil é um país que carece desse tipo de política, mantendo as mulheres como as principais responsáveis por essa atividade. Essa situação agrava as desigualdades de gênero, já que, por dedicarem grande parcela de seu tempo nos nesses afazeres, acabam tendo dificuldades no mercado de trabalho, muitas vezes se inserindo em ocupações precárias e mal remuneradas, o que causa o empobrecimento feminino. Além disso, a ausência de disponibilidade de tempo as impede de buscar seus projetos de vida e satisfação pessoal. Diferentemente do Brasil, o Uruguai é considerado pioneiro em políticas públicas nesse sentido, as quais são efetivadas por meio de seu Sistema Nacional Integrado de Cuidados. Por esse motivo, firmou-se como propósito deste trabalho analisar esse modelo de forma aprofundada para verificar se esse país pode ser considerado um parâmetro para a formulação de um modelo integrado de políticas de cuidado para o Brasil.

No creo que diga nada nuevo cuando afirmo que históricamente las élites criollas, patriarcales, blanco-mestizas de América Latina y el Caribe han delegado a las mujeres, desde sus discursos naciona-listas, el "honroso" papel de productoras de los cuidados y reproductoras de los pueblos nacionales. Las familias y comunidades, es decir, las mujeres han tenido que asumir el papel de cuidadoras, sin salario obviamente, por acción o por dejación de los Estados que estas elites representan. En este sentido, Amparo Higinia Hernández Bello, mujer, académica y feminista, relata en este excelente ensayo cómo en nuestros días, los de hoy, esta situación se mantiene, ahora enmarcada en las políticas públicas de corte neoliberal, particularmente en el campo de la salud. En este libro, la autora pone en evidencia cómo estas políticas neoliberales han reducido aún más, si se quiere, la ya precaria provisión de bienes y servicios del Estado, lo cual aumenta la carga de los cuidados para muchas mujeres. A través de relatos de vida de mujeres cuidadoras, la autora muestra que las inequidades de género atraviesan sus cuerpos, su salud y sus vidas económicas, laborales y sociales. La lectura de este ensayo se antoja no solo necesaria, sino de rabiosa actualidad. Se trata de un relato feminista de los cuidados para nuestro tiempo, inteligente, riguroso y sobre todo revelador.
