Mit Blick auf völkerrechtliche, verfassungsrechtliche sowie einfachgesetzliche Quellen ergibt sich eine objektiv-rechtliche Förderpflicht des Staates zugunsten von Musiktheatern mit entlang der Normenhierarchie zunehmender "Garantiedichte". Für die weitere Ausgestaltung - Freiheit und Ordnung - der Förderung gilt: Im zweipoligen Spannungsfeld zwischen kunstfreiheitlichen Ansprüchen des Intendanten sowie der Einschätzungspraerogative einer leistenden Trägerkörperschaft findet sich Ausgleich in "zeitlicher Entzerrung" der jeweils berechtigten Interessenausübung. Innerhalb eines Musiktheaters ist bei polygonalen Freiheitskonstellationen eine solche Typik nicht gegeben, so daß die konkrete Konstellation im Einzelfall entscheidet.Bei Auslotung der grundgesetzlichen Kompetenzordnung eröffnet sich für den Bund v. a. unter den Gesichtspunkten der "überwiegend gesamtstaatlichen Repräsentation" sowie des Sonderlastenausgleichs (Art. 106 Abs. 8 GG) Spielraum für Musiktheaterförderung. Dessen Nutzung wird wesentlich bestimmt durch den ungeschriebenen Verfassungsgrundsatz der Bundestreue.Die Förderbedingungen des Musiktheaters in der ehemaligen DDR waren geprägt von einerseits Forderung im Sinne der alles umspinnenden sozialistischen Weltanschauung sowie andererseits dem Bemühen um besonders qualitätvolle Förderung. Diese Erfahrungen und hierzulande neuere Finanzierungsformen aus Übersee - Fund raising und Sponsoring - fließen ein in Vorschläge zur weiteren Gestaltung der Musiktheaterförderung in Deutschland. Dabei wird auch die Bildung eines sich in besonderen Fördermodi der drei Berliner Opernhäuser darstellenden "Nationaltheaters" ins Auge gefaßt. Ferner folgen Überlegungen zur Nachwuchsförderung sowie zu Festivals und Wettbewerben unter Bundesbeteiligung. Schließlich wird die Bildung einer paritätisch von Bund und Ländern zu besetzenden "Nationalstiftung" vorgeschlagen, welche in Form einer "richtenden Durchgangsstation" sich obengenannter Förderaktivitäten annehmen
