Presented are case studies of recent pandemic threats in our globalized world and how interests, institutions, and ideas can align to allow for interstate cooperations even in unfavorable environments. The author has a working proposition on what makes new forms of public-private governance effective and he creates analytical frameworks for practitioners grappling with transnational problems. Engaged here are core debates in the international relations theories of cooperation.

Recent health emergencies such as the 2018-2020 Ebola crisis in DRC, in conjunction with the early stages of the COVID-19 pandemic, demonstrate the importance of health responses that take the local context into account, especially in settings that are already affected by violent conflict. When humanitarian health responses fail to understand and adapt to their impact on conflict dynamics, they risk exacerbating those dynamics, impeding the health response, and placing health workers at risk. As healthcare becomes increasingly and globally politicized, it is more crucial than ever to recognize the links between health and peace and promote a more deliberate approach to delivering emergency health responses in violent conflict environments.

PEACE AND HEALTH PEACE AND HEALTH With the acceptance of peace as a determinant of health in the 1980s, the link between health and peace began to be interpreted as bidirectional and more dynamic in nature. [...] In 1981, the World Health Assembly passed a resolution stating: The role of physicians and other health workers in the preservation and promotion of peace is the most significant factor for the attainment of health for all (as cited in Sidel, 1995). [...] In making links between violence prevention and health, the report asserts the comprehensive role of the health sector in violence prevention, thereby con- testing assumptions that the principal role of the health sector is to provide care and rehabilitation to victims of violence, and that the responsibility to prevent violence lies outside the health sector. [...] The study of the bidirectional nature of the linkage between health and peace is creating a body of knowledge that supports the concept that health providers and health initiatives can have a role in contributing to peace through preventing violent conflict and limiting its destructiveness, and through peace-building efforts. [...] These two initiatives - Peace through Health and Health as a Bridge to Peace - demonstrate the inter-connectedness of peace and health and the role for health professionals in building peace.

We typically define and talk about wars using the language of politics, but what happens when you bring in a doctor’s perspective on conflict? Can war be diagnosed like an illness? Can health professionals participate in its mitigation and prevention? The contributors to Peace through Health: How Health Professionals Can Work for a Less Violent World engage with these ground-breaking ideas and describe tools that can further peace once war is understood as a public health problem. The idea of working for peace through the health sector has sparked many innovative programs, described here by over 30 experts familiar with the theory and practice of Peace through Health. They cover topics such as prevention and therapy, program evaluations, medical ethics, activism, medical journals, human rights, and the uses of epidemiology. Those considering careers in medicine and other health and humanitarian disciplines as well as those concerned about the growing presence of militarized violence in the world will value the book’s many insights Other Contributors: Will Boyce, Caecilie Buhmann, Anne BundeBirouste, Kenneth Bush, Helen Caldicott, Rob Chase, Khagendra Dahal, Hamit Dardagan, Ann Duggan, Lowell Ewert, Paul Farmer, Norbert Goldfield, Paula Gutlove, Katherine Kaufer Christoffel, Maria Kett, John Last, Barry S.
