This book focuses on two areas of substantial and growing importance to the human development and capability approach: health and disability. The research on disability, health and the capability approach has been diverse in the topics it covers, and the conceptual frameworks and methodologies it uses, beginning over a decade and a half ago in health and more than a decade ago in disability. This book shares a set of contributions in these two areas: the first set of chapters focusing on disability; and the second set focusing on health and the health capability paradigm (HCP), in particular. This book was originally published as a special issue of the Journal of Human Development and Capabilities.

The definition of disability is of interest to disability policymakers and analysts because it has fundamental implications for eligibility for public programs, for the scope of legislation, and for the way disability prevalence is measured. The purpose of this article is to assess how an approach developed in economics to analyze issues related to the standard of living, the so-called capability approach, may help us understand disability at the conceptual level. The article first summarizes different theoretical models of disability (the medical model, the social model, the Nagi model, and the International Classification of Functioning, Disability and Health of the World Health Organization) and then presents the main components of the capability approach. The capability approach allows researchers to analyze (a) disability at the capability level; (b) potential disability; and, at the functioning level, (c) actual disability. This framework also helps explain how disability may result from three types of factors: the individual's personal characteristics (e.g., impairment, age, race, gender), the individual's resources, and the individual's environment (physical, social, economic, political). The article explores some implications of the capability approach for analyzing the employment and the standard of living of persons with disabilities.

The author uses panel survey data with internationally comparable questions on disability for Ethiopia, Malawi, Tanzania and Uganda. It presents evidence on the prevalence of disability and its strong and consistent association with multidimensional poverty, mortality, economic insecurity and deprivations in education, morbidity and employment. It shows that disability needs to be considered from multiple angles including aging, gender, health and poverty. Ultimately, this study makes a call for inclusion and prevention interventions as solutions to the deprivations associated with impairments and health conditions. Disability & Justice: The Capabilities Approach in Practice examines the capabilities approach and how, as a matter of justice, the experience of disability is accounted for. It suggests that the capabilities approach is first, unable to properly diagnose both those who are in need as well as the extent to which assistance is required. Furthermore, it is suggested that counterfactually, if this approach to justice were capable of assessing need, that it would fail to be as stigma-sensitive as other approaches of justice. That is to say, the capabilities approach would have the possibility of further stigmatizing those requiring accommodation. Finally, Disability & Justice argues that health and the absence of disability belong in a category of functionings that are of special moral importance—a fact the Capabilities Approach fails to recognize.

This paper offers an approach to assessing quality-of-life, based on Sen's (1985) theory, which it uses to understand loss in quality-of-life due to mobility-impairment. Specifically, it provides a theoretical analysis which is able to account for the possibility that some functionings may increase when a person's capabilities decrease, if substitution effects are large enough. We then develop novel data consistent with our theoretical Senian framework that permits comparison of quality-of-life between those with a disability (mobility-impairment) and those without. Empirical results show that mobility impairment has widespread rather than concentrated impacts on capabilities and is associated with higher psychological costs.. We also find evidence that a small number of functionings are higher for those with a disability, as our theory allows. The paper concludes by discussing possible implications for policy and health assessment methods.

This book presents the argument that health has special moral importance because of the disadvantage one suffers when subjected to impairment or disabling barriers. Christopher A. Riddle asserts that ill health and the presence of disabling barriers are human rights issues and that we require a foundational conception of justice in order to promote the rights of people with disabilities. The claim that disability is a human rights issue is defended on the grounds that people with disabilities experience violations to their dignity, equality, and autonomy. Because human rights exist as a subset of other justice-based rights, Riddle contends that we must support a foundation of justice compatible with endorsing these three principles (equality, dignity, and autonomy). This volume argues that the “capabilities approach” is the best currency of justice for removing the disabling barriers that consistently violate approximately one billion people’s human rights.
