Thailand attracts a large number of migrants, particularly from its neighbouring countries namely Cambodia, the Lao People’s Democratic Republic and Myanmar, due to both push and pull factors. In order to extend its successful universal health coverage (UHC) system to migrant populations in Thailand and to accumulate and contribute important lessons and knowledge to the global community, the Thailand Ministry of Public Health accepted WHOs invitation to pilot the Refugee and Migrant Health Country Assessment Tool to collaboratively review progress and challenges in advancing UHC for migrants in Thailand. The mission was carried out from 17–21 October 2022. Led by the Ministry of Public Health and WHO, additional Joint Review Team (JRT) members included experts on health policy and health financing from the Mahidol University Faculty of Medicine, Thailand, Thailand Ministry of Public Health and United States Centers for Disease Control and Prevention Collaboration Center (TUC) and the International Organization for Migration (IOM).

The issue of migrants from Myanmar working in Thailand became significant in 2015 when numerous famous foreign news outlets reported about conditions of slave labor in Thailand. The Thai military government launched several immediate policies in order to deal with the issue and improve Thailand's image. Even though the image of the state was enhanced, the problems about migrant workers from Myanmar still exist: migrant workers from Myanmar are still exploited and looked down upon by many native-born people. Therefore, in this dissertation, I investigate the stories, life experiences, and problems of migrant workers from Myanmar in Thailand. Drawing from close to twelve months of ethnographic fieldwork in Samut Sakhon Province, I argue that migrant workers from Myanmar in Samut Sakhon Province are economically and socially segmented and exploited at different scales through three ways of being constructed as Other: space, politics, and identities. Concerning spatial aspects, I discuss how migrant workers' social networks, government policies, job opportunities, income, brokers, and social and cultural preferences influence migrant workers' decisions to come and work in Samut Sakhon Province. Consequently, the area has become a cultural safe-haven for migrant workers from Myanmar. However, the area has also become an ethnic enclave causing people who reside there to be seen as others. Second, considering political aspects, I focus directly on how state actors view and manage migrant workers from Myanmar. Migrant workers from Myanmar have been intentionally constructed as others and as problems in Thailand not because they are sources of the problems, but because their insecure status (being problems and others) enables numerous Thai people and officials to exploit them. Finally, in terms of identity aspects, I focus on how they routinely encounter other workers in the factory and how the migrant workers are excluded by other workers. Based on my empirical study, I found that identities are a significant factor that divides people into in-group and out-group. However, I also illustrate several cases in which migrant workers were accepted by the native-born group members by the strategic use of identity in a new environment.

This study was conducted to identify the health seeking behaviours and factors related to those behaviours among Myanmar migrant workers in Ranong Province, Thailand. The data was collected using a structured questionnaire to 388 Myanmar migrant workers during February 2009. The majority of migrants were between 18 to 35 years of age. Around two thirds of them were males. The majority of migrants attained primary or middle school. 46.9% had been in Ranong for 1 to 5 years. 44.1% of the migrants had average net household income of 1,500 to 3,000 Baht per month. Around two third of the respondents were unregistered. 50% of the respondents can speak Thai language basically. 34.5% of the respondents had underlying health problems. Around half of the respondents were staying in the work compounds. The majority of the migrants had 1-5 people staying together in their house with only 1 room, 2 to 3 doors and windows and attached latrines. Most of them were working more than 8 hours a day for more than 5 days per week. Most of the respondents were satisfied with light and ventilation/dust conditions but some were not satisfied with sound and smell conditions in their workplace. Regarding accessibility, almost all of the migrants were accessible to the health care services and they were satisfied with the health centers they visited. But half of them stated they would go to the health centers only when their conditions get worse. Buying drugs from a drug store is the most common health seeking behaviour for the perceived minor health problems while going to the health centers for major health problems. Among the health centers, private clinics were preferred more than Government hospital and NGO clinics. Individual characteristics such as gender, occupation, registration status, place of resident and number of working days of the migrants were significantly associated with the going to the health centers with p-value
