In every decade of the nuclear era, one or two states have developed nuclear weapons despite the international community's opposition to proliferation. In the coming years, the breakdown of security arrangements, especially in the Middle East and Northeast Asia, could drive additional countries to seek their own nuclear, biological, or chemical (NBC) weapons and missiles. This likely would produce greater instability, more insecure states, and further proliferation. Are there steps concerned countries can take to anticipate, prevent, or dissuade the next generation of proliferators? Are there countries that might reassess their decision to forgo a nuclear arsenal? This volume brings together top international security experts to examine the issues affecting a dozen or so countries' nuclear weapons policies over the next decade. In Part I, National Decisions in Perspective, the work describes the domestic political consideration and international pressures that shape national nuclear policies of several key states. In Part II, Fostering Nonproliferation, the contributors discuss the factors that shape the future motivations and capabilities of various states to acquire nuclear weapons, and assess what the world community can do to counter this process. This is the first book on Asian countries’ strategies towards the EU. Since the introduction of Common Foreign and Security Policy in 1993 and the publication of the EU’s first strategic document on Asia one year later, hundreds of books and journal articles have been dedicated to the study of the EU policies towards Asia as a whole, or to individual Asian countries. However, very few of these researchers ever intended to explore the strategies of Asian countries, and Asian leaders’ mindsets, vis-à-vis the EU. Quite often, the policies of Asian countries towards the EU were simply interpreted as responses to the EU’s actions in Asia. Having been passive players for decades, Asian countries are now increasingly willing to participate in the formulation of regional and global orders, for which they need to articulate their own strategies and the world needs to better understand their mindsets. In the past two years, in the framework of EU Centres in Asia-Pacific, some top Asian scholars on EU-Asian relations were brought together to debate the strategies of individual Asian countries towards the EU, and evaluate the EU’s actions in the region. In their eyes, the EU was interpreted as a normative power, a security player, a civilian promoter and a health-care supplier. Together, they aimed to establish some common rules for explaining Asian countries’ strategies towards the EU after in-depth study of the actions of individual countries in their bilateral relations with the EU. This book is therefore indispensable to any efforts to understand Asian leaders’ mindset in the EU-Asian relations and their strategies towards the EU in the twenty-first century.

This book examines the life of women in the Indonesian province of Aceh, where Islamic law was introduced in 1999. It outlines how women have had to face the formalisation of conservative understandings of sharia law in regulations and new state institutions over the last decade or so, how they have responded to this, forming non-governmental organisations (NGOs) that have shaped local discourse on women’s rights, equality and status in Islam, and how these NGOs have strategised, demanded reform, and enabled Acehnese women to take active roles in influencing the processes of democratisation and Islamisation that are shaping the province. The book shows that although the formal introduction of Islamic law in Aceh has placed restrictions on women’s freedom, paradoxically it has not prevented them from engaging in public life. It argues that the democratisation of Indonesia, which allowed Islamisation to occur, continues to act as an important factor shaping Islamisation’s current trajectory; that the introduction of Islamic law has motivated women’s NGOs and other elements of civil society to become more involved in wider discussions about the future of sharia in Aceh; and that Indonesia’s recent decentralisation policy and growing local Islamism have enabled the emergence of different religious and local adat practices, which do not necessarily correspond to overall national trends.

This book examines how states justify the domestic use of military force to foreign audiences. By deploying a sociological approach to legitimacy and drawing on conceptual tools which deal directly with the dynamics of justification, it offers a novel framework for understanding the politics of international legitimacy and domestic armed action. The framework is grounded in detailed qualitative analyses of civil wars in Sri Lanka (2006–2009), and Aceh, Indonesia (2003–2005). The book shows that the meaning of legitimacy in a particular context does not flow directly from a menu of relevant rules, norms and ideas. Rather, legitimacy is always politically contested. When states justify fighting at home, the success of their claims is determined by their capacity to appeal to rules and norms but also to frame their action in ways that their audiences find compelling. Therefore, the framework offered in this book draws attention to the crucial but largely neglected role of audiences in the constitution of legitimacy. This book will be of interest to students of security studies, law, human rights and international relations.

We need to consider whether the strategies against both the domestic and transnational terrorist and extremist threat have been appropriate and have yielded desired results. The aim of this book is to make a comprehensive assessment of the threats of terrorism and extremism in the region and of the policies and practices adopted by the regional countries to counter the same. It is also necessary to evaluate if the region has become a safer place after the decade-long fight. Most importantly, it is time to ask if we need a rethink or develop a new strategy to contain and manage the threats of terrorism and extremism.
