Vuoden 1939 alkaessa Suomen nuori kansakunta oli viimein päässyt vaurastumisen ja kehityksen tielle. Professori Laura Kolbe tarkastelee vuoden 1939 Helsinkiä hallinnon ja kunnallispolitiikan näkökulmasta. Dosentti Samu Nyström kirjoittaa kaupunkielämän arjesta ja juhlasta seuraten, miten sota lopulta vyöryi vastustamattomasti helsinkiläisten elämään. Filosofian tohtori Henrik Tala käy läpi kansainvälisen poliittisen murroksen vaiheita päähenkilönään pääministeri A. K. Cajander, joka pyrki luovimaan Suomea odotettavissa olevan suursodan varjosta kohti rauhan väyliä ja samaan aikaan varustamaan maata siltä varalta, että sotaan kuitenkin jouduttaisiin.
