Inhaltsangabe:Einleitung: Seit Mitte der 1990er Jahre hat sich Südafrika die traurige Reputation als ‚Crime Capital of the World’ erworben. Auch dort beziehen sich die Analysten zumeist auf den gebräuchlichsten Indikator: die Mordrate. Folgt man der jüngsten Erhebung des United Nations Office on Drugs and Crime (UNODC) aus dem Jahr 2000, so kommen auf 100.000 Einwohner 51 Morde. Für das Jahr 2004 weist die nationale Statistik des South African Police Service (SAPS) eine Rate von 43 pro 100.000 Einwohner aus. Obwohl diese Zahlen bereits schockierend genug erscheinen, so lassen sie doch nur vage Vermutungen über das tatsächliche Ausmaß an Gewalt und Kriminalität in Südafrika und Guatemala zu. Dies liegt zunächst an der mangelhaften Datenlage in den betreffenden Regionen. Zudem lassen sich die vorhandenen Daten wegen der regional unterschiedlichen Erhebungsverfahren nur schwerlich miteinander vergleichen. Darüber hinaus wird nur ein Bruchteil der begangenen Morde, Vergewaltigungen, Diebstähle, Entführungen, Lynchungen, Betrügereien und sonstiger Straftaten zur Anzeige gebracht und damit überhaupt zum Teil der Statistiken, da die formellen staatlichen Institutionen als unfähig angesehen werden, die Probleme der Bürger zu lösen. Vielfach wird der Polizei und der Justiz misstraut oder gar als Teil des Kriminalitätsproblems identifiziert. Gang der Untersuchung: Die sozialwissenschaftliche Relevanz scheint evident: Gewalt und Kriminalität sind die Ursachen und Folgen mannigfaltiger menschlicher Tragödien. Diese sind jedoch nicht Gegenstand der vorliegenden Arbeit. Vielmehr geht es zum einen um das durch Gewalt und Kriminalität induzierte Entwicklungsproblem. Oder mit Hilfe einer Formulierung der IDB ausgedrückt: Inwiefern stellen Gewalt und Kriminalität einen „Anschlag auf Entwicklung“ dar? Zum anderen steht das aus Gewalt und Kriminalität resultierende Sicherheitsproblem als Merkmal fragiler Staatlichkeit im Zentrum meines Erkenntnisinteresses. Sind der guatemaltekische und der südafrikanische Staat „States at Risk“, da sie ihre Bürger nicht vor Gewalt und Kriminalität schützen können? Und: Welches sind die adäquaten Instrumente der Entwicklungszusammenarbeit (EZ), um die Sicherheitslage in Guatemala und Südafrika zu verbessern? Mit dieser Struktur wird der Versuch unternommen, Gewalt und Kriminalität nicht nur als eindimensionales Phänomen wahrzunehmen, sondern der Mehrdimensionalität von Gewalt und Kriminalität Rechnung zu tragen und diese [...]
