Things are going quite well for Elliot and Razor until someone frames Razor for a rape and murder. All of their friends on the police force turn against them. The stranger tells Elliot about being in prison and approached by one of the inmates with a proposal to provide Razor with an escape and a fool-proof new identity for twenty-five percent of Razor's Cincinnati operation. Elliot purposely commits a brazen daylight murder with plenty of witnesses, allows the police to arrest him and the court to convict him. This time, Razor has the prison watched and when Elliot escapes, they follow him all the way to a small coastal town in North Carolina.
