Durant ces presque deux siècles, de nombreux changements se firent jour. Ils concernent l’évolution tant du régime que de l’idéologie et du contenu du culte impérial ; ils concernent aussi les vertus attendues des empereurs comme de leurs représentants : sagesse, courage, valeur militaire, compassion aux difficultés des populations. Des documents peu exploités – lettre privée aux empereurs, revers monétaires, bornes milliaires, actes de Conseil Municipal sur papyrus – illustrent l’évolution des rapports entre les souverains et les cités. Invitent d’autre part à la réflexion, les transformations de la vie sociale autant que celles des imaginaires, souvent perceptibles dans l’architecture des maisons ou les choix des décors domestiques, qui permettent de mesurer l’écart séparant de plus en plus les riches élites citadines de leurs clients et dépendants. Temps de crises, de guerres extérieures et civiles, de désastres militaires comme le montre une inscription trilingue extérieure à l’Empire, et de persécutions occasionnelles des chrétiens, mais aussi temps de quêtes philosophiques et religieuses, temps de foi en l’homme, en Rome et dans le Monde, que l’on définirait volontiers aujourd’hui comme un "âge de spiritualité", plutôt que comme un "âge d’angoisse". Hermupolis Magna, die Stadt des Gottes Thot/Hermes, war nach römischer Auffassung keine echte Polis. Überhaupt wird dem antiken Ägypten von der modernen Forschung ein Stadtproblem attestiert. Im. 3. Jh. n. Chr. werden Hermupolis wie auch andere Gaumetropolen der Provinz allerdings selbstverständlich zu den Poleis der Mittelmeerwelt gezählt. Wie lässt sich diese Diskrepanz erklären? Wie ist die Kategorie „Stadt" vor einem solchen Hintergrund zu bewerten? Anhand eines Blicks auf die gesellschaftlich-mentalen Strukturen der lokalen Einwohnerschaft von Hermupolis, ihrer repräsentativen Ansprüche und einer akteursorientierten Perspektive auf den Ort wird die städtische Entwicklung der Gaumetropole zwischen ptolemäischer Zeit und dem 5. Jh. n. Chr. nachgezeichnet. Der Begriff „Stadt" erweist sich dabei als fluide und wird je nach Standpunkt und gesellschaftlichen Umständen anhand neuer Kriterien definiert. Mit diesem Ansatz wird zugleich die Definition der Kategorie „Polis" am Beispiel Hermupolis aus einer unkonventionellen Perspektive betrachtet.
