So stützen sich aktuell beispielsweise die politischen Systeme Libyens, Syriens und Ägyptens noch immer auf die militärisch geschaffene Neuordnung ihrer Gesellschaften. Die Initialzündung für diese Entwicklung war wohl die ägyptische Revolution von 1952, da es durch sie erstmals gelang, den Einfluss der europäischen Kolonialmächte erfolgreich und dauerhaft zurückzudrängen. Der charismatische Führer der revoltierenden Freien Offiziere, Oberst Gamal Abdel Nasser, war der so genannte "Spiritus Rector" dieses Umsturzes und wird bis heute noch von vielen Arabern als Idol der Befreiung von der Fremdherrschaft angesehen. Dabei wird die Tatsache, dass sich sein Regime nur mit teilweise brutaler Unterdrückung der politischen Opposition am Leben halten konnte gerne übersehen. Die Revolution in Ägypten von 1952 führte zu einer schlagartigen Veränderung der politischen Situation im Nahen Osten und war gleichzeitig Ausdruck einer ganzen Generation. Die maßgebliche Kraft der Revolution war die Organisation der Freien Offiziere, die mit ihrem geistigen Führer, dem Oberst Gamal Abdel Nasser, Vorbild für viele weitere Revolutionen in der arabische Welt sein sollten. Welche Ziele verfolgten diese jungen Offiziere, die später mit der Theorie des positiven Neutralismus und der Gründung der Blockfreien Staaten einen Kontrapunkt zum Ost-West- Gegensatz des Kalten Krieges bilden würden? Over the last decade the "transition paradigm", which is based on the conviction that authoritarian political systems would over time necessarily develop into democracies, has been subjected to serious criticism. The complex political and societal developments in the post-Soviet region in particular have exposed flaws in the claim that a shift from authoritarianism to democracy is inevitable. Using case studies from the post-Soviet region, a broad range of international contributors present an original and innovative contribution to the debate. They explore the character of post-Soviet regimes and review the political transformations they have experienced since the end of the Cold War. Why have social spending levels and social policy trajectories diverged so drastically across labour-abundant Middle Eastern and North African regimes? And how can we explain the marked persistence of spending levels after divergence? Using historical institutionalism and a mix of qualitative and quantitative methods Social Dictatorships: The Political Economy of the Welfare State in the Middle East and North Africa develops an explanation of social spending in authoritarian regimes. It emphasizes the importance of early elite conflict and attempts to form a durable support coalition under the constraints imposed by external threats and scarce resources. Social Dictatorships utilizes two in-depth case studies of the political origins of the Tunisian and Egyptian welfare state to provide an empirical overview of how social policies have developed in the region, and to explain the marked differences in social policy trajectories.
