Countless interest groups representing governments and civil societies try to lobby the European Union effectively in pursuit of the desired legislation, subsidies and more. This book describes the everyday practice of lobbying in Brussels, drawing on extensive research and the author's personal experience. The objective of these interest groups is to influence the EU decision-making, of which they see themselves as a stakeholder. To the existing representative bodies such as the Parliament and the Council, they add their practice of lobbying for a desired outcome by making their interests present or represented at the EU level. In a roundabout way, they contribute to the EU integration and also to its democracy, so long as the following conditions are fulfilled.

Using detailed information on lobbying and mortgage lending activities, we find that lenders lobbying more on issues related to mortgage lending (i) had higher loan-to-income ratios, (ii) securitized more intensively, and (iii) had faster growing portfolios. Ex-post, delinquency rates are higher in areas where lobbyist' lending grew faster and they experienced negative abnormal stock returns during key crisis events. The findings are robust to (i) falsification tests using lobbying on issues unrelated to mortgage lending, (ii) a difference-in-difference approach based on state-level laws, and (iii) instrumental variables strategies. These results show that lobbying lenders engage in riskier lending.

Interest groups and lobbyists play a crucial role in how public policy is made in the United States' representative democracy. By helping citizens organize and pursue their self-interests in the political arena, interest groups and lobbyists are an alternative but very effective form of representation. However, the adversarial nature of interest groups often fuels voter discomfort with the political process. Interest Groups and Lobbying is an accessible and comprehensive text that examines the crux of this conflict. Pulling together two areas of interest group research—why advocacy organizations form and how they are able to gain influence in Washington, DC—Thomas T. Holyoke shows students the inner workings of interest groups in the United States. Using case studies to clarify and expand on the issues surrounding lobbying and group action in federal, state, and local government, Holyoke explores how we can use interest groups and their adversarial impulse to achieve the greatest good for the greatest number of people.

In recent years there has been growing recognition of the role played in American politics by groups such as Common Cause, the Sierra Club, and Zero Population Growth. This book considers their work in terms of their origins and development, resources, patterns of recruitment, decision-making processes, and lobbying tactics. How do public interest groups select the issues on which they work? How do they allocate their resources? How do they choose strategies for influencing the federal government? Professor Berry examines these questions, focusing in particular on the process by which organizations make critical decisions. His findings are based on a survey of eighty-three national organizations with offices in Washington, D.C. He analyzes in detail the operation of two groups in which he worked as a participant.
