How do the norms of the liberal international order affect the activity of Islamist movements? This book analyzes and assesses the extent to which Islamist groups, which have traditionally attempted to shield their communities from “alien” moral conceptions, have been affected by the rules and principles that regulate international society. Through an analysis of Lebanon’s Hezbollah, Filippo Dionigi concludes that international norms are among the most significant factors changing Islamist politics. The result is a precarious but innovative equilibrium in which Islamists are forced to rethink idea of an allegedly “authentic” Islamic morality and the legitimacy of international norms.

This book provides a comprehensive analysis of Islamist organizations' conceptions of political order based on a comparative case study of the Shiite Lebanese Hezbollah and the Sunni Palestinian Hamas. Connecting Islamism research, Critical Constructivist norm research, and resistance studies from the field of International Relations Theory, it demonstrates that resistance constitutes both organizations' core norm and is relevant for their conceptions of political order. Based on primary Arabic data the book illustrates that the core norm of resistance, deeply intertwined with both organizations' interactions towards power preservation and the specific political context they are engaged in, characterizes Hezbollah's and Hamas' respective conceptions of political order and explains the differences between them. In contrast to common perceptions presented in research, politics, and the media, the book shows that in the case of both Hezbollah and Hamas the religious orientation, i.e. Shiite and Sunni Islamist political thought, plays a secondary role only when it comes to explaining Islamist organizations' political orientation. Bringing new insights from cases that lie beyond the Western liberal world order into Critical Constructivist norm research and resistance studies, the book establishes a theoretical framework that enables scholars to comprehensively analyze Islamist organizations' political orientation in different cases without being caught in limited analytical categories. It will be of interest to students and scholars of International Relations Theory, Middle East Studies, and Global Governance.

In an increasingly interconnected global political sphere, Islamist political actors have undergone a process of transformation, notwithstanding the self-referential character of their ideology. The present study assesses to what extent international norms have influenced this process. The argument is that these norms challenge the self-referential character of Islamism and its communitarian assumptions. The thesis initially provides an overview of Islamist political theory with reference to Muḥammad ʻAbduh, Sayid Quṭb, Bāqir al-Ṣadr and Ruhollah Khomeini, and argues that Islamism is not a particularly original critique of liberalism, but can be considered a form of communitarianism. The study then focuses on the case of Hezbollah to substantiate the claim that international norms influenced Islamist politics. It conducts an empirical analysis of four instances of Hezbollah's interaction with international norms. The norms in question are non-combatant immunity, human rights, and maintenance of international peace, whereas the fourth example provides a more general overview on the impact of international norms on Hezbollah's political language. The case study shows that by interacting with international actors and state institutions, and by looking for legitimacy for its actions - not only vis-à-vis its community - but also within the international normative system; Hezbollah's political identity was modified by the influence of international norms. International norms then challenge the communitarian assumptions underlying Islamist politics. They are important factors in the socialisation of Islamist actors within the international normative system and become constitutive elements of the political identity of Islamist movements such as Hezbollah.

Salafism, comprised of fundamentalist Islamic movements whose adherents consider themselves the only “saved” sect of Islam, has been little studied, remains shrouded in misconceptions, and has provoked new interest as Salafists have recently staked a claim to power in some Arab states while spearheading battles against “infidel” Arab regimes during recent rebellions in the Arab world. Robert G. Rabil examines the emergence and development of Salafism into a prominent religious movement in Lebanon, including the ideological and sociopolitical foundation that led to the three different schools of Salafism in Lebanon: quietist Salafists, Haraki (active) Salafists; and Salafi Jihadists. Emphasizing their manhaj (methodology) toward politics, the author surveys Salafists’ ideological transformation from opponents to supporters of political engagement. Their antagonism to Hezbollah, which they denounce as the party of Satan, has risen exponentially following the party’s seizure of Beirut in 2008 and support of the tyrannical Syrian regime. Salafism in Lebanon also demonstrates how activists and jihadi Salafists, in response to the political weakness of Sunni leadership, have threatened regional and international security by endorsing violence and jihad.
