There is now a certain tradition of Anglo-German comparative research on new technology-based firms (NTBFs). Two of the most influential studies in this area have both been sponsored by the Anglo-German Foundation for the Study of In dustrial Society (AGF). Starting in 1977, the first AGF project on NTBFs, which was carried out by the consultancy firm Arthur D. Little, has been one ofthe most important early contributions in this field (Little 1977). This report was the first public document to use the term 'new technology-based firm' and to provide a definition, which despite its operational limitations subsequently became an es tablished term in the literature. More importantly, this study represented one ofthe first serious attempts to survey the existing stock of this type of firm. The report was critical of the contemporary situation in Europe. (This is a policy area which continues to be hotly debated, see European Commission 1995, Bank of England 1996 and HM Treasury 1998. ) It emphasised that, in comparison with the USA, Germany and the UK were each lagging behind if judged by the rate of formation of NTBFs and in their total contribution to the overall economic activity of both countries. In terms of a policy contribution, this study was instrumental in high lighting the lack ofsupport infrastructures for the genesis and growth of high-tech start-ups in two of Europe's leading economies.

Whereas in the past production and manufacturing were affected, now the services industry starts to use this option. IT and telecommunications are among the most important services branches of the Western European economies today. Offshoring is becoming a macro-economic problem in these countries because a lot of jobs will be lost. This dissertation researches the impact of offshoring on the German IT industry. Furthermore it points out the consequences for project management, quality assurance and human resources management. It highlights the pros and cons for the offshoring companies as well as the concerned employees. This research starts with a detailed literature review that clarifies important key terms and outlines the key findings of other authors. After that the methodology chapter describes the theoretical framework of this dissertation. Within the scope of this research a survey was conducted among 335 German IT companies. As the surveyed companies are primarily small and medium-sized enterprises (SME) it ascertains the attitudes of this type of firms towards offshoring. The subsequent case study of the telecom supplier Alcatel shows the point of view of a global player on offshoring. At the end, the analysis of the results of the survey and the conclusions from the case study lead to the recommendations for large companies, SMEs and the affected IT employees. This book describes the implementation of autonomous control with multiagent technology. Therewith, it tackles the challenges of supply network management caused by the complexity, the dynamics, and the distribution of logistics processes. The paradigm of autonomous logistics reduces the computational complexity and copes with the dynamics locally by delegating process control to the participating objects. As an example, shipping containers may themselves plan and schedule their way through logistics networks in accordance with objectives imposed by their owners. The technologies enabling autonomous logistics are thoroughly described and reviewed. The presented solution has been used in a realistic simulation of real-world container logistics processes. The validation shows that autonomous control is feasible and that it outperforms the previous centralised dispatching approach by significantly increasing the resource utilisation efficiency. Moreover, the multiagent system relieves human dispatchers from dealing with standard cases, giving them more time to solve exceptional cases appropriately.
