Bringing together classic defense of liberty and democracy, the political economy of hierarchy, endogenous growth theory, and the new institutional economics on growth, we propose a new institutional theory that identifies democracy's unique advantage in prompting economic growth. We contend that the channel of liberty-to-innovation is the most critical channel in which democracy holds a unique advantage over autocracy in promoting growth, especially during the stage of growth via innovation. Because all human societies are hierarchical and hierarchy facilitates growth by bringing stability and order yet harms innovation and growth by demanding obedience to authority, an economy must strike a balance between maintaining stability and facilitating innovation. Democracy achieves this balance by protecting liberty whereas autocracy sacrifices innovation for stability. Democracy thus does hold a unique advantage in promoting growth over autocracy, but this advantage is indirect, channel-specific, and conditional. Evidences from three historical cases demonstrate that although key scientific breakthroughs can indeed pop up under autocracies, democracy is a necessary, though insufficient, condition for protecting major scientific breakthroughs that may challenge orthodoxies.

A systemic account of how institutions shape economic development Institutions matter for economic development. Yet despite this accepted wisdom, new institutional economics (NIE) has yet to provide a comprehensive look at what constitutes the institutional foundation of economic development (IFED). Bringing together findings from a range a fields, from development economics and development studies to political science and sociology, The Institutional Foundation of Economic Development explores the precise mechanisms through which institutions affect growth. Shiping Tang contends that institutions shape economic development through four “Big Things”: possibility, incentive, capability, and opportunity. From this perspective, IFED has six major dimensions: political hierarchy, property rights, social mobility, redistribution, innovation protection, and equal opportunity. Tang further argues that IFED is only one pillar within the New Development Triangle (NDT): sustained economic development also requires strong state capacity and sound socioeconomic policies. Our theory thus predicts that democracy holds a positive but indirect effect upon growth via the channel of liberty-to-innovation, conditioned by the level of economic development. We then present quantitative evidence for our theory. To our best knowledge, we are the first to propose such an indirect and conditional effect of democracy upon economic development and provide systematic evidences. Our study promises to integrate and reconcile many seemingly unrelated and often contradictory theories and evidence regarding regime and growth, including providing a possible explanation for the inconclusive results from regressing overall regime score against the rate of economic growth or change in level of GDP per capita.

The changing relationship between East and West, principally between China and America, has brought the whole matter of achieving peaceful and harmonious relations between nations to the fore — particularly with regard to China's recent ascendancy in world affairs. Competition among nations with different forms of governance raises important questions such as: What forms of governance work best to enable people to have harmonious and peaceful life together — both within and amongst nations? What principles can we discover in human history that might point us toward some answers to this fundamental governance question? What might the answers from the past suggest about the future? Where might the future lead?To find answers to these questions, we set out upon a discovery adventure, going back some 30,000 years in time — to trace the evolutionary progress in human governance from the hunter-gatherer period until today. We also adopted a framework provided by Dr Stephen Pinker's landmark study of the nature of violence over time entitled The Better Angels of Our Nature to provide context and contrast to our own discoveries.We discovered several basic principles: First, the forms of human governance made an evolutionary progress over the past 30,000 years. Second, the most basic driver for this progress was and still is technological change, which forces complementary changes in governance — or seals institutional failure. Third, we discovered that just three basic factors determined whether a particular form of governance succeeded in flourishing as a tribe, nation, empire or nation-state. Those fundamental factors are: boundaries, founding mythology, and the Rule of Three.Indeed, our most fundamental finding has been the Rule of Three itself: the principle that says that dyads have inherently unstable natures, whereas triads — like three-legged stools — possess inherent stability. Throughout time, the most successful human arrangements have been those with intricate hierarchies of governance that have the Rule of Three deeply woven into each level.As for the future, we claim that the best international structure would take the symbolic form of an archipelago of nations interconnected with a system of bridges — where each bridge consists of an intercourse route between two nations, and the nature of the intercourse is largely trade in goods and services followed by cultural exchanges of ideas. A Basic Principle: It is far easier to build bridges between nations than to rebuild nations in some other nation's image. Bad actors amongst nations may then get dealt with as villagers used to deal with nasty neighbors — through shunning and shaming, where shunning means the ceasing of trade intercourse.
