I wish to welcome all of you to the International Symposium on High Perf- mance Computing 2002 (ISHPC2002) and to Kansai Science City, which is not farfromtheancientcapitalsofJapan:NaraandKyoto.ISHPC2002isthefourth in the ISHPC series, which consists, to date, of ISHPC ’97 (Fukuoka, November 1997), ISHPC ’99 (Kyoto, May 1999), and ISHPC2000 (Tokyo, October 2000). The success of these symposia indicates the importance of this area and the strong interest of the research community. With all of the recent drastic changes in HPC technology trends, HPC has had and will continue to have a signi?cant impact on computer science and technology. I am pleased to serve as General Chair at a time when HPC plays a crucial role in the era of the IT (Information Technology) revolution. The objective of this symposium is to exchange the latest research results in software, architecture, and applications in HPC in a more informal and friendly atmosphere. I am delighted that the symposium is, like past successful ISHPCs, comprised of excellent invited talks, panels, workshops, as well as high-quality technical papers on various aspects of HPC. We hope that the symposium will provide an excellent opportunity for lively exchange and discussion about - rections in HPC technologies and all the participants will enjoy not only the symposium but also their stay in Kansai Science City.

Over the past decade high performance computing has demonstrated the ability to model and predict accurately a wide range of physical properties and phenomena. Many of these have had an important impact in contributing to wealth creation and improving the quality of life through the development of new products and processes with greater efficacy, efficiency or reduced harmful side effects, and in contributing to our ability to understand and describe the world around us. Following a survey ofthe U.K.'s urgent need for a supercomputingfacility for aca demic research (see next chapter), a 256-processor T3D system from Cray Research Inc. went into operation at the University of Edinburgh in the summer of 1994. The High Performance Computing Initiative, HPCI, was established in November 1994 to support and ensure the efficient and effective exploitation of the T3D (and future gen erations of HPC systems) by a number of consortia working in the "frontier" areas of computational research. The Cray T3D, now comprising 512 processors and total of 32 CB memory, represented a very significant increase in computing power, allowing simulations to move forward on a number offronts. The three-fold aims of the HPCI may be summarised as follows; (1) to seek and maintain a world class position incomputational scienceand engineering, (2) to support and promote exploitation of HPC in industry, commerce and business, and (3) to support education and training in HPC and its application.

The 5th International Symposium on High Performance Computing (ISHPC–V) was held in Odaiba, Tokyo, Japan, October 20–22, 2003. The symposium was thoughtfully planned, organized, and supported by the ISHPC Organizing C- mittee and its collaborating organizations. The ISHPC-V program included two keynote speeches, several invited talks, two panel discussions, and technical sessions covering theoretical and applied research topics in high–performance computing and representing both academia and industry. One of the regular sessions highlighted the research results of the ITBL project (IT–based research laboratory, http://www.itbl.riken.go.jp/). ITBL is a Japanese national project started in 2001 with the objective of re- izing a virtual joint research environment using information technology. ITBL aims to connect 100 supercomputers located in main Japanese scienti?c research laboratories via high–speed networks. A total of 58 technical contributions from 11 countries were submitted to ISHPC-V. Each paper received at least three peer reviews. After a thorough evaluation process, the program committee selected 14 regular (12-page) papers for presentation at the symposium. In addition, several other papers with fav- able reviews were recommended for a poster session presentation. They are also included in the proceedings as short (8-page) papers. Theprogramcommitteegaveadistinguishedpaperawardandabeststudent paper award to two of the regular papers. The distinguished paper award was given for “Code and Data Transformations for Improving Shared Cache P- formance on SMT Processors” by Dimitrios S. Nikolopoulos. The best student paper award was given for “Improving Memory Latency Aware Fetch Policies for SMT Processors” by Francisco J. Cazorla.

High performance computing (HPC) has historically played a major role in the ability of the United States to develop and deploy superior weapons, warfighting capabilities, and mission support systems. Under the auspices of the Director, Defense Research and Engineering (DDR & E), the Department of Defense (DoD) High Performance Computing Modernization Program (HPCMP) is the focused modernization effort within the DoD to acquire, manage, and sustain modern HPC resources in support of defense science and technology, and developmental test and evaluation. The HPCMP is rapidly evolving past its initial program development and procurement start up phase and is increasing focus on application of HPC technology and resources to priority defense requirements. This plan describes some of the accomplishments achieved by the program in Fiscal Year (FY) 1997 and outlines the major strategies and milestones we expect to achieve over the next two years. The overriding goal of the program is to exploit HPC technology for military advantage across battlespace. The strategy to achieve this goal is to acquire and sustain world class high performance computing and network capabilities for use by defense scientists and engineers.
