The Air Force Research Laboratory Propulsion Directorate's Spacecraft Propulsion Branch has carried out an in-house propulsion trade study and contracted for two other propulsion design studies from Virginia Tech University and Aerophysics, Inc. to examine propulsion requirements for a high-power orbit transfer vehicle using thin-film voltaic solar array technologies under development by the Space Vehicles Directorate (dubbed PowerSail). The in-house study assumed a 100-kilowatt array and performed the most in-depth analysis of the forces perturbing the array and of propulsion options to counteract these forces. The dominant propulsion requirements on PowerSail will be to counter the effects of radiation pressure and atmospheric drag. The thruster options studied included the 100-watt Resistojet, low-power Arcjet, 200-watt Hall thruster, small-ion engine, pulsed-plasma thruster, AFRL micro-PPT, colloid thruster, and the 60-watt FEEP. This study recommended a combination of the Busek BHT-200 Hall thruster and the AFRL MicroPPT for a near-term mission. The Virginia Tech University design study looked at a 50-kilowatt array and provided a more comprehensive look at the entire spacecraft system. They chose to employ pulsed- plasma thrusters to meet their propulsion needs, thus minimizing complexity and integration issues rather than system mass. Aerophysics, Inc., developed a dynamic optimization code to analyze alternatives for propulsion on a 500- kilowatt array. They investigated seven canonical electric propulsion technologies: Teflon (TM) pulsed-plasma thruster, hydrazine Resistojet, hydrazine Arcjet, ammonia Arcjet, hydrogen Arcjet, xenon Hall thruster, and xenon ion engine. The performance specifications for each technology, based on numerous studies, are provided. Based on this code, the optimal propulsion system was determined to be a set of notional low-power ion engines. (43 tables, 121 figures)

An all-electronic transportation system described by the term 'transportronics' is examined as a means of solving the current problem of the high cost of transporting material from low-Earth orbit (LEO) to geostationary orbit (GEO). In this transportation system, low cost electric energy at the surface of the Earth is efficiently converted into microwave power which is then efficiently formed into a narrow beam which is kept incident upon the orbital transfer vehicles (OTV's) by electronic tracking. The incident beam is efficiently captured and converted into DC power by a device which has a very high ratio of DC power output to its mass. Because the mass of the electric thruster is also low, the resulting acceleration is unprecedented for electric-propelled vehicles. However, the performance of the system in terms of transit times from LEO to GEO is penalized by the short time of contact between the beam and the vehicle in low-Earth orbits. This makes it necessary to place the Earth based transmitters and the vehicles in the equatorial plane thus introducing many geopolitical factors. Technically, however, such a system as described in the report may out-perform any other approach to transportation in the LEO to GEO regime. The report describes and analyzes all portions of the beamed microwave power transmission system in considerable detail. An economic analysis of the operating and capital costs is made with the aid of a reference system capable of placing about 130,000 kilograms of payload into GEO each year. More mature states of the system are then examined, to a level in which 60,000 metric tons per year could be placed into GEO. Brown, William C. The Vehicle Space Transfer and Recovery (VSTAR) system is designed as a manned orbital transfer vehicle (MOTV) with the primary mission of Satellite Launch and Repair (SLR). The economical deployment of satellites to high energy earth orbits is crucial to the ultimate success of this nation's commercial space ventures and is highly desirable for deep space planetary missions requiring earth escape trajectories. Upper stage space transfer vehicles needed to accomplish this task should ideally be simple, robust, and highly efficient. In this regard, solar thermal propulsion is particularly well suited to those missions where high thrust is not a requirement. The Marshall Space Flight Center is, therefore, currently engaged in defining a transfer vehicle employing solar thermal propulsion capable of transferring a 450 kg payload from Low Earth Orbit (LEO) to Geostationary Earth Orbit (GEO) using a Lockheed Launch Vehicle (LLV3). The current design uses liquid hydrogen as the propellant and employs two inflatable elliptical off-axis parabolic solar collectors to focus sunlight onto a tungsten/rhenium black body type absorber. The concentration factor on this design is projected to be approximately 1,800:1 for the primary collector and 3:1 for the secondary collector for an overall concentration factor of nearly 5400:1. The engine, which is about twice as efficient as the best currently available chemical engines, produces 8.9 N of thrust with a specific impulse (Isp) of 860 sec. Transfer times to GEO are projected to be on the order of one month.
