This open access edited volume offers an analysis of the entangled histories of education and development in twentieth-century Africa. It deals with the plurality of actors that competed and collaborated to formulate educational and developmental paradigms and projects: debating their utility and purpose, pondering their necessity and risk, and evaluating their intended and unintended consequences in colonial and postcolonial moments. Illuminating thus far understudied international relations in global higher education, the book titled Internationalization of Higher Education for Development illustrates how the Brazilian government, under the presidency of Luis Inácio Lula da Silva (2003-2010), legitimized Africa-Brazil relations often referring to the presumably shared history of transatlantic slavery as the condition for solidarity cooperation and international integration. Ress reveals how this notion of history produces a vision of Brazil as a multicultural nation able to redress longstanding racialized inequalities while casting 'Africa' as the continent that remains forever in the past. She explores how this ambiguous notion was translated into curricula and classroom practices, and, in particular how it shaped international students' experiences at a newly-created university in the Northeast of Brazil. Ress demonstrates how the historicized framing in conjunction with the powerfully racialized class structures that characterize Brazilian society, the challenging material conditions surrounding the university, and the future aspirations of students created an environment that made solidarity an economic necessity while repeating the century-old colonial gesture of othering 'Africa' in new yet all too familiar ways – reworking and reemploying the idea of race in the name of Brazil's progress and development. This book showcases in an innovative way the challenges and opportunities of building international relations in postcolonial education contexts. Across the African continent, college student activists have long fought to decolonise African institutions. Reflecting ongoing Western colonisation, however, Indigenous African languages, thought, and structures remain excluded from African universities. Such localised Indigenous African perspectives are critical in a world committed to anti-Black racism, capitalist materialism, and global destruction. This book thus clarifies decolonial efforts to transform higher education from its anti-Black foundation, offering hope from universities across the continent. In The State and the University Experience in East Africa, Professor Kithinji explores the critical yet unacknowledged role that universities have played in the politics of statehood and nation building. He demonstrate how successive colonial and postcolonial governments have sought to use university education as a means to advance political and economic interests. He seeks to unravel the connection between universities and the state in East Africa, particularly in Kenya. Thorough narrative and analytical history of the policies and politics of university education in the past half-century and more explore the forces that have influenced the development of universities. This study identifies three major policy trends that have shaped university education. Beginning from 1949, when the British colonial government founded Makerere University College in Uganda as the first degree granting institution for East Africa, until 2002, when the second President of Kenya, Daniel arap Moi, retired from office and his Kenya African National Union (KANU) that had ruled since independence in 1963 lost power. By investigating the dynamics that have influenced higher-education policies in Kenya and the wider East African region, this study links the higher education discourse with the state-building narrative and conceives university policies as a product of the forces informing the historical trajectory of Kenya in particular and the wider East African region in general.
