This book provides essential background information on the protracted displacement of several ethnic groups along the Thai-Myanmar border before turning to an examination of whether Myanmar has now shifted into a post-conflict society, the expected challenges involved in reintegrating returnees to Myanmar, and the possibility of voluntary and sustainable repatriation. The authors conclude that, given the current, ongoing security challenges and the lack of job opportunities in Myanmar, voluntary repatriation is not yet feasible as a long-term solution. After more than 60 years of conflict and displacement, Myanmar is now in the midst of political reform. A new nominally civilian government and the promise of elections in 2015 have raised hopes of a lasting democratic transition after years of military rule. For the first time in decades, repatriation of refugees in Thailand is being discussed as a real and imminent possibility.

In From Migrants to Refugees Jill Rosenthal tells the history of how Rwandan migrants in a Tanzanian border district became considered either citizens or refugees as nation-state boundaries solidified in the wake of decolonization. Outlining the process by which people who have long lived and circulated across the Rwanda-Tanzania border came to have a national identity, Rosenthal reveals humanitarian aid’s central role in the ideological processes of decolonization and nation building. From precolonial histories to the first Rwandan refugee camps during decolonization in the 1960s to the massive refugee camps in the 1990s, Rosenthal highlights the way that this area became a testing ground for novel forms of transnational aid to refugees that had global implications. As local and national actors, refugees, and international officials all attempted to control the lives and futures of refugee groups, they contested the authority of the nation-state and the international refugee regime. This history, Rosenthal demonstrates, illuminates how tensions between state and international actors divided people who share a common history, culture, and language across national borders.

Thomas Pearson uses ethnographic and archival research to tell the story of cross-cultural contact in the highlands during the Vietnam War, Christian conversion, refugee exile, and the formation of the Dega refugee community in the United States. His insightful study considers not just evangelicals and Catholics, but humanitarian workers in the highlands, refugee resettlement volunteers in the United States, and the American Special Forces soldiers. This book makes the case that the Dega have appropriated the anthropological and religious discourses of this disparate group of missionaries to recreate themselves through a multivalent "conversion."
