The provinces and their respective highway construction contracting industry have expectations of federal funding for provincial infrastructure, particularly the National Highway System (NHS) program. Public discussions are taking place on how the fiscal dividend should be spent. The federal government must be sensitive to the economic needs of Canada for improved infrastructure while avoiding undue strain on the federal treasury. This context requires a federal approach that encourages the discussion of possible new mechanisms for government funding. The mechanisms should be highly flexible, lever private sector involvement and be fiscally responsible. They could apply not only to national highways but also to other transportation needs. This paper provides a basis for identifying a funding mechanism that meets these needs. The paper begins with an overview of funding for highways and other transportation infrastructure in selected federal states. It then examines the range of funding sources, forms of funding and institutional options that could be built into a federal funding mechanism for Canada. From this examination, several funding mechanisms that appear to offer the most potential are identified. Given the high degree of innovation of state infrastructure banks (SIBs), a separate section is devoted to providing a closer look at how SIBs operate.
