Excerpt from Highways and Highway Transportation The following pages on Highways and Highway Trans portation do not pretend to be an exhaustive treatise on the subject, but rather a glimpse of the vast development ofthe humble road and its office as an agency for transportation. Possibly the grandeur of the mountains is best appreciated by one who lives among them, who climbs their acclivitous heights, who daily experiences their power and majesty, and measures their magnitude by grim muscular exertion. But, even so, it would be foolish to contend that he who gets his information from the seat of a Pullman car receives no benefit from the hasty glimpse, or, that his imagination is not quickened and cultured by the experience. In writ ing this book, then, I have had constantly in mind the myriads of people who have not the time, and possibly not the facilities, to search the pages of the literature of the past for the origin and development, or to work out their present importance, of our amplification of roads and of road uses. It is felt that many of these people laudably desire a conversational knowledge of the origin, evolution and present status of highway transportation, even though it be glimpsed by a'very rapid passage through a very large subject. The primary objects have therefore been, to sketch briefly and simply the development of the transportation systems of the United States, to indicate their importance and mutual relations, to present some practical methods used in the operation of highway transport and to make occa sional suggestions for the betterment of the road as a usable machine for the benefit and pleasure of mankind. In the past we have directed the major part of our efforts in this field to the vehicle itself, yet the cost and quality of the final service depend on a balanced development of both vehicle and highway. Failure to give proper weight to the importance of the highway system has resulted in excessive transportation costs and inferior serv10e. There is growing recognition today that substantial modernization of our highway system must be under taken to achieve the economy and quality of service which the vehicle is capable of providing. A significant current approach to this goal is the development of toll highways. Many states are authorizing, constructing, and operating toll roads as a means of overcoming as quickly as possible their most critical highway de ficiencies. The object of a road is to provide a way for the transportation of persons and goods from one place to another with the least expenditure of power and expense. The facility with which this traffic or transportation may be conducted over any given road depends upon the resistance offered to the movement of vehicles. This resistance is composed of: (1) The resistance offered by the roadway, which consists of (a) friction between the surface of the road and the wheel tires; (b) resistance offered to the rolling of the wheels, occasioned by the want of uniformity in the road surface, or lack of strength to resist the penetrating efforts of loaded wheels, thus requiring the load to be lifted over projecting points and out of hollows and ruts, thereby diminishing the effective load the horse may draw to such as it can lift. This resistance is called resistance to rolling or penetration; (c) resistance due to gravity called grade resistance; (2) The resistance offered by vehicles, termed axle friction; (3) Resistance of the air.
