"The study of grand strategy has historically been confined to a few great powers--preponderantly, the United States, China, and Russia. In contrast, this volume introduces readers to the novel field of “comparative grand strategy.” Its co-editors offer a framework that expands the analysis beyond a traditional rationalist approach to incorporate significant cultural factors that influence strategists as they prioritize threats and opportunities in the global system. This framework then combines these factors with domestic political influences often understated or overlooked in the international relations literature. It considers both how grand strategy is actually formulated and the varied instruments used to implement it. Applying this framework, the volume's remaining contributors then examine how grand strategy is conceived, formulated, and implemented by ten states. These consist of the United Nations G5 members and five other states “pivotal” to global or regional economic development and security. This group is composed of Brazil and India--two regional powers operating in very different security environments--and Iran, Israel, and Saudi Arabia, who confront each other in a truly existential conflict. Departing from a state-based analysis, an eleventh case study examines the European Union--an organization that lacks many of the trappings of a conventional state but which is able to call upon more resources than most. The exhaustion of neoliberal globalization is marked by three great tendencies or inflections: the first is the scornful failure of the South-American attempt to construct a neo-developmentalist exit; the second is the increasingly unavoidable Chinese-effect macro and micro dynamics within globalization; the third is the combination of austerity policies and monetary emissions (Quantitative Easing) that characterize, for instance, the financial conduct of the Central European Bank. The dramatic failure to renew traditional state interventionism in the sphere of Pink Tide in Latin American politics—in particular with the violent recession of the biggest economy on the Latin American continent, Brazil—shows and confirms that the escape from neoliberal regulation does not pass through the return of the traditional role of the state. At the same time, the Chinese economy came to play a double role. On one hand, it appears to represent the great and irreversible novelty of neoliberal globalization, particularly when our point of perspective is South America. While almost nothing remains of the legacy of the center-left-leaning regimes, the last South American decade appears to have genuinely been a Chinese decade. The Chinese advance is seen, especially by voices of the critical globalization studies, as a new “outside” of Empire, as something that stands for an alternative path, even if it is nothing more than an “old new” outside. Meanwhile, the role played by the financial sector continues to be regarded per se as the fundamental problem of contemporary capitalism. For some, this is a case of a deviation from an otherwise “good capitalism, the misleading result of a fictitious and unreal sphere (as opposed to the sphere of material economy, of good old bosses and hard workers), while for others, it is a case of one of the moral characteristics of Western civilization: infinite debt, and capitalism happens to be its modern drift.

The term “soft power” was coined in 1990 to foreground a capacity in statecraft analogous to military might and economic coercion: getting others to want what you want. Emphasizing the magnetism of values, culture, and communication, this concept promised a future in which cultural institutes, development aid, public diplomacy, and trade policies replaced nuclear standoffs. From its origins in an attempt to envision a United States–led liberal international order for a post–Cold War world, it soon made its way to the foreign policy toolkits of emerging powers looking to project their own influence. This book is a global comparative history of how soft power came to define the interregnum between the celebration of global capitalism in the 1990s and the recent resurgence of nationalism and authoritarianism. It brings together case studies from the European Union, China, Brazil, Turkey, and the United States, examining the genealogy of soft power in the Euro-Atlantic and its evolution in the hands of other states seeking to counter U.S. hegemony by nonmilitaristic means. Contributors detail how global and regional powers created a variety of new ways of conducting foreign policy, sometimes to build new solidarities outside Western colonial legacies and sometimes with more self-interested purposes.
