Ce manuel d’histoire du droit et des institutions aborde, dans la réalité, plusieurs domaines. D’un point de vue institutionnel et politique, le système parlementaire finit par s’imposer grâce à l’avènement de la IIIe République. Au niveau économique et social, c’est sous la monarchie de Juillet que la société française se transforme définitivement. Désormais, deux clans vont s’affronter de manière permanente : les conservateurs et les socialistes. Au niveau administratif, la France du XIXe siècle se caractérise par une continuité remarquable. Dans les départements, le préfet dirige toute l’administration. Mais la population y prend progressivement une part active avec l’élection au suffrage universel des membres du conseil général (1833). Enfin, l’organisation financière correspond dans l’ensemble à celle établie dès l’an VIII par Napoléon Bonaparte. Il faut néanmoins attendre la Restauration pour assister à une gestion plus prudente de l’État, grâce notamment aux votes réguliers des budgets. Cet ouvrage a été rédigé à l’attention des étudiants de première année de droit, d’AES et de science politique.

The Max Planck Handbooks in European Public Law series describes and analyses the public law of the European legal space, an area that encompasses not only the law of the European Union but also the European Convention on Human Rights and, importantly, the domestic public laws of European states.
