El texto ofrece un análisis particularmente original y detallado de la dinámica tanto urbana como rural de las redes del narcotráfico. Las grandes mutaciones están claramente resaltadas: de la marihuana a la cocaína, de la importación de la materia prima proveniente de Perú y Bolivia al control de la producción nacional, de los laboratorios a la organización de circuitos de exportación, del manejo de los mercados exteriores, el mercado norteamericano en primer lugar, a la progresiva dependencia con respecto a organizaciones mexicanas que no solamente se apoderan del acceso a los Estados Unidos sino que también se inmiscuyen en las otras fases del transporte. Como señala el autor, la relación de Cali con el narcotráfico no es nueva ni única, pero si tiene algo de singular si se compara con otras ciudades. En estas organizaciones se destaca el poco uso de la violencia, la ausencia de grandes ejércitos de sicarios, la nula vinculación de los primeros narcotraficantes con los sectores más pobres de la ciudad y su interés por integrarse al orden social local a través de la relación con las élites políticas, sociales y económicas. Estos rasgos no dejan de ser llamativo, como quiera que Cali ha sido por muchos años uno de los focos más importantes del narcotráfico en Colombia.
