En las ciudades portuarias decimonónicas, como lo fue Santander, toda ocupación giraba en torno a la actividad mercantil; medios e infraestructuras se disponían y trazaban con el fin principal de facilitar y fomentar esta actividad. Y en este contexto debe entenderse el porqué de la fundación del Banco de Santander. La historia de este Banco en su etapa con capacidad para emitir billetes (1857-1874) difícilmente puede, así, disociarse de la evolución de la actividad comercial gestionada a través del puerto de Santander. El Banco de Santander fue, por tanto, el Banco del comercio y un Banco para el comercio; fue, en definitiva, un Banco de comerciantes y para comerciantes. Explicar además la eficacia de este Banco a la hora de convencer al público de las bondades de depositar sus ahorros y la capacidad que tuvo para transformar los recursos de que dispuso en créditos es a lo que está destinado el grueso de las páginas de este libro. Se constata así que en una época plagada de incertidumbres, como lo fue la década de 1860, y que se explicaba por una sucesión de crisis sectoriales de tipo comercial, industrial, monetaria, sanitaria, fiscal, ferroviario-financiera y política, el Banco de Santander no dejó de cumplir con su principal función de intermediación entre ahorradores e inversores, facilitando medios de pago al comercio de la ciudad, y atendiendo las necesidades de financiación del tráfico colonial.
