Excerpt from A History of Our Own Times, Vol. 1 of 2: From the Diamond Jubilee 1897 to the Accession of Edward VII These two concluding volumes of A History of Our Own Times have for their object in the first instance to give a clear and comprehensive account of all the events of public importance occurring in or to the British Empire during the years between Queen Victoria's Diamond Jubilee and the Accession of King Edward the Seventh. But, besides this obvious object, the volumes include a retrospect of the important changes which the reign of Queen Victoria saw in the public life, the literature, art, and science - more especially the applied science - of that period, the changes which have come about in the habits and the manners of the time; and also the leading characteristics of the men and women who have grown into celebrity during these later years. The reader will thus, it is hoped, be enabled all the better to appreciate the place which these more recent years are destined to hold in the world's history, and to estimate the progress made in political, artistic, scientific, and social life during the whole of that long period which passed between the coronation of Queen Victoria and the coronation of King Edward the Seventh. The author's intention and endeavor are to make these two closing volumes, like those which went before them, not merely a record of events and dates, but a survey of life and of social progress. Excerpt from A History of Our Own Times, Vol. 1: From the Accession of Queen Victoria to the General Election of 1880 The first and second volumes of 'A History of Our Own Times' appeared in 1878. It had occurred to the author that one of the most difficult tasks for a young student just then was to get hold of the history of our own times. If anybody wanted to learn something of the facts concerning the reign of Elizabeth, or the reign of Anne, or the reign of George the Third, or the years of the great Reform Bill, there were standard books on every subject, which could be got at in every public library, and which indeed stood on the shelves of most men's private libraries; but, to make oneself acquainted with what had happened in the reign of Queen Victoria, there were only the interminable files of newspapers to consult, except, of course, for some special works dealing with particular chapters of history, such as the Crimean War or the Indian Mutiny. Excerpt from Our Own Times, Vol. 1: A Continuous History of the Twentieth Century History is the record of human experience. It is the one great text-book. The only way to understand the present is to know the past; and to us of to-day, who are face to face with immediate prob lems, the history of the immediate past is more important in its de tails than the events of centuries that have long been mustv. We may read in the Older generations the great tendencies that lead straight to the center of present-day energies. Given those tendencies, our chief concern is with their results to-day. And as we Observe those results we gain some inkling of what lies ahead. Some historians have argued that the long perspective of a hundred years is essential to accuracy in the selective judgment of events; that he who writes in 1900 should lag behind the period at least as far as the Battle of Waterloo; that it is impossible for him to write judicially the history of the Victorian era in England, the American Civil War, or the foundation of the new German Empire. The point is well taken in one regard, namely, that the final word can never be said of the past as long as there continues to be a present and a pos sible future. The book of history is never finished; and we must continue to revise Old estimates to make them consistent with the latest entries. Two hundred years from now the American Civil War may be seen to have a meaning which at present we cannot suspect. Yet the fact that our View of that conflict is bounded by a horizon which must expand as the decades go by is no reason why the history of the war should not be written; nor is it good ground for refusing to make interpretation of the events recorded. We do well to studv recent history for what it means to us, rather than to ignore it because it may mean something different to our great-grandchildren. Excerpt from A History of Our Own Times, Vol. 1 of 4: From the Accession of Queen Victoria to the Berlin Congress The closing scenes of King William's life were undoubt edly characterized by some personal dignity. As a rule, sovereigns show that they know how to die. Perhaps the necessary consequence of their training, by virtue of which they come to regard themselves always as the central figures in great State pageantry, is to make them assume a manner of dignity on all occasions when the eyes of their subjects may be supposed to be on them, even if the dignity of bearing is not the free gift of nature. The manners of William IV. Had been, like those of most of his brothers, somewhat rough and overbearing. He had been an unmanageable naval officer. He had again and again disregarded or disobeyed orders, and at last it had been found convenient to Withdraw him from active service altogether, and allow him to rise through the successive. Excerpt from A History of Our Own Times, Vol. 1 of 2: From the Accession of Queen Victoria to the General Election of 1880 Before half-past two o'clock on the morning of June 20, 1837, William IV. was lying dead in Windsor Castle, while the messengers were already hurrying off to Kensington Palace to bear to his successor her summons to the throne. The illness of the king had been but short, and at one time, even after it had been pronounced alarming, it seemed to take so hopeful a turn that the physicians began to think it would pass harmlessly away. But the king was an old man - was an old man even when he came to the throne, and when the dangerous symptoms again exhibited themselves, their warning was very soon followed by fulfillment. The death of King William may be fairly regarded as having closed an era of our history. With him, we may believe, ended the reign of personal government in England. William was indeed a constitutional king in more than mere name. He was to the best of his lights a faithful representative of the constitutional principle. He was as far in advance of his two predecessors in understanding and acceptance of the principle as his successor has proved herself beyond him. Constitutional government has developed itself gradually, as everything else has done in English politics. The written principle and code of its system it would be as vain to look for as for the British constitution itself. King William still held to and exercised the right to dismiss his ministers when he pleased and because he pleased. His father had held to the right of maintaining favorite ministers in defiance of repeated votes of the House of Commons. Excerpt from A Short History of Our Own Times, Vol. 1 of 2: From the Accession of Queen Victoria to the General Election of 1880 Before half-past two o'clock on the morning of June 20, 1837, William IV. Was lying dead in Windsor Castle, while the messengers were already hurrying off to Ken sington Palace to bear to his successor her summons to the throne. With William ended the reign of personal government in England. King William had always held to and exercised the right to dismiss ministers when he pleased, and because he pleased. In our day we should believe that the constitutional freedom of England was outraged, if a sovereign were to dismiss a ministry at mere pleasure, or to retain it in despite of the expressed wish of the House of Commons. The manners of William IV. Had been, like those of most of his brothers, somewhat rough and overbearing. He had been an unmanageable naval officer. He had made himself unpopular while Duke of Clarence by his strenuous opposition to some of the measures which were especially desired by all the enlightenment of the country. He was, for example, a determined opponent of the measures for the abolition of the slave trade. But William seems to have been one of the men Whom in creased responsibility improves. He was far better as a king than as a prince. He proved that he was able at least to understand that first duty of a constitutional sovereign which, to the last day of his active life, his father, George III., never could be brought to com prehend - that the personal predilections and prejudices of the King must sometimes give way to the public interest. We must judge William by the reigns that went before, and not the reign that came after him, and admit that on the whole he was better than his educa tion, his early Opportunities, and his early promise. Excerpt from Indian History of Our Own Times, Vol. 1: 1859-68 The dumpy mutiny and army amalgamation - Just after the closing scenes of the Indian rebellion have been recorded, we must notice the open manifestation of insubordinate Spirit, by a section of the European army which event is sometimes called by the rather exaggerated title of the mutiny of the Dumpies. The news of the mutiny of the native troops and the cruel scenes enacted by them, had reached England in due course and spread there a good deal of alarm. It was thought fit by the authorities in England to send as many available regiments, as possible to aid the local Indian force and many of the irregular regiments of horse that had been raised for the closing operations of the Crimean War, were shipped off to this country along with some regular regiments. These irregular regiments of horse on arrival at the Indian Presidency towns were constituted into regular regiments of cavalry and on the transfer of the Government from the Company to the Crown were ordered to hear their allegiance to the English sovereign power. Unfortunately many of the privates in these irregular regiments were either raw recruits who did not care to stop in the country or men who in their own cities were out of all employment or the rejected of all professions. Excerpt from Memoirs of My Own Times, Vol. 1 of 3 The intentions, the integrity, and independence of my pen will, I hope, defend its humble productions from the unmerited fate of its persecuted master. I am, however, sensible, that the anticipations excited by these Memoirs, may be unpropitious to their effect, interspersed even as they are with public dpcuments and official correspondence of interesting character; yet I do promise myself that the transactions, anecdotes, facts, and reflections, which I re cord, will not be deemed altogether unworthy the attention of the citizen, the soldier, the patriot, and the statesman.
