On the day after the assassination of Mr. Lincoln, Andrew Johnson took the oath of office, and became President of the United States. He was a native of Raleigh, North Carolina, born in 1808. With no advantages of education, he passed his boyhood in poverty and neglect. In 1828 he removed to Tennessee and settled at Greenville. Here, through toil and hardship, he rose to distinction, and after holding minor offices was elected to Congress. As a member of the United States Senate in 1860-61, he opposed secession with all his powers, and continued to hold his seat as senator from Tennessee. On the 4th of March, 1862, he was appointed military governor of that State. This office he held until 1864, and was then nominated for the Vice-Presidency. Now, by the death of the President, he was called to assume the responsibilities of chief magistrate. On the ist of February, 1865, Congress adopted an amendment to the Constitution by which slavery was abolished and forbidden in all the States and Territories of the Union. By the 18th of the following December the amendment had been ratified by the legislatures of twenty- seven States, and was duly proclaimed as a part of the Constitution. The Emancipation Proclamation had been issued as a military measure; now the doctrines and results of that instrument were recognized and incorporated in the fundamental law of the land. The problem of reconstruction of the Southern States was a most serious one and the Republican party came near splitting asunder over it. As early as 1863 President Lincoln had formulated a plan by which any seceding State might be restored to the Union if one-tenth of its voters of 1860 should take an oath to support the Constitution and the laws and should set ...

FOR three hundred years a bitter controversy has raged around the actions of Philip II. of Spain. Until our own times no attempt even had been made to write his life-history from an impartial point of view. He had been alternately deified and execrated, until through the mists of time and prejudice he loomed rather as the permanent embodiment of a system than as an individual man swayed by changing circumstances and controlled by human frailties. The more recent histories of his reign—the works of English, American, German, and French scholars—have treated their subject with fuller knowledge and broader sympathies, but they have necessarily been to a large extent histories of the great events which convulsed Europe for fifty years at the most critical period of modern times. The space to be occupied by the present work will not admit of this treatment of the subject. The purpose is therefore to consider Philip mainly as a statesman, in relation to the important problems with which he had to deal, rather than to write a connected account of the occurrences of a long reign. It will be necessary for us to try to penetrate the objects he aimed at and the influences, personal and exterior, which ruled him, and to seek the reasons for his failure. For he did fail utterly. Korea, Corea, or Chosen (morning calm) occupies the peninsula hanging down from Manchooria and Russian Siberia between China and Japan, and extending from the 33d to the 43d parallels of north latitude. The area, including the outlying islands, is about one hundred thousand square miles. The population, according to the most reliable estimate, is a little more than sixteen millions. Yet, as the people live in cities, towns, and hamlets, the country does not seem to be thickly settled. The climate varies much at the extremities of the peninsula, owing to the fact that the southern portion is somewhat affected by the warm southern currents that give Japan its tropical climate, but which are warded off from Korea proper by the Japanese islands. The climate of the central and northern provinces is much the same as that of the northern central United States, with fewer changes. The large river at the capital is not uncommonly frozen over for weeks at a time during the winter, so that heavy carts pass over on the ice. Ice is always preserved for general use in summer. The country is decidedly mountainous, and well watered. Heavy timber abounds in the northeast. The valleys are very fertile and are well tilled, as the people are mainly devoted to agriculture. The mineral resources have only been developed in a crude way, yet sufficiently to demonstrate the great wealth of the ore deposits. Especially is this true in reference to the gold mines. The most pessimistic visitors to Korea are unstinted in their praise of the beautiful scenery, which is fully appreciated by the natives as well. From ancient times they have had guide-books setting forth the natural charms of particular localities; and excursions to distant places for the sole purpose of enjoying the views are a common occurrence...

During the war of 1812-14, it floated over Fort Mc Henry, which became the scene on the night of September 12, 1814, of a heavy bombardment by the British forces. At the time, Francis Scott Key was on a ship in Baltimore Harbor, where he watched with anxious feelings the firing by the enemy. All day long, the roar of cannon continued. Into the night the bombardment continued. Key retired very late, expecting that on the morrow, the American flag would have been replaced by the Union Jack. Early in the morning, he came out on deck, and saw the Stars and Stripes still floating over the fort. So stirred was he, that he took an old envelope from his pocket, and sitting upon a box, he wrote the poem which is the most popular of our national anthems. The American flag was first sa luted by a foreign power, France, Feb. 14, 1778, when John Paul Jones anchord his flag-ship, the Serapis, in the harbor of Qui heron. From that day to this, the flag has come to be respected by every civilization, in the world. It stands for the highest ideals of liberty, freedom, and civic life, and is the sacred em blem of our United States, the Land of Promise.
