Researcher–implementer partnerships are frequently mentioned as key components of agricultural research for development (AR4D) programs. However, there is little information about what these types of partnerships look like, how they perform, and what factors facilitate and/or constrain their performance. By documenting and analyzing two partnerships in detail, including their history, formation, outputs, and outcomes, this study seeks to raise awareness about and improve understanding of long-term researcher–implementer partnerships. The lessons learned from these partnerships can be used by both the International Food Policy Research Institute (IFPRI) and its implementing partner organizations, as well as other research and implementing organizations interested in engaging in or supporting such partnerships for AR4D in the future. The study was carried out through four case studies. Case 1 focused on a long-term partnership between IFPRI and Helen Keller International (HKI), documenting how it was formed, how it operated, and what outputs it produced. Case 2 looked at the evidence generated by this partnership on the effectiveness of homestead food production (HFP) programs on nutrition-related outcomes and its use by funders, implementers, and researchers. Case 3 looked at how and to what extent the approaches developed by the partnership for the design, implementation, and evaluation of programs — specifically the program impact pathway (PIP) approach — have influenced the broader field of program evaluation. Case 4 examined a partnership between IFPRI and the World Food Programme (WFP), documenting how it was formed, how it operated, and what outputs it has produced to date. The four case studies were completed through a series of in-depth interviews (IDIs) with key informants from a number of research, implementer, and funder organizations. Data from the IDIs were complemented by document and literature reviews.

Dynamic Treatment Regimes: Statistical Methods for Precision Medicine provides a comprehensive introduction to statistical methodology for the evaluation and discovery of dynamic treatment regimes from data. Researchers and graduate students in statistics, data science, and related quantitative disciplines with a background in probability and statistical inference and popular statistical modeling techniques will be prepared for further study of this rapidly evolving field. A dynamic treatment regime is a set of sequential decision rules, each corresponding to a key decision point in a disease or disorder process, where each rule takes as input patient information and returns the treatment option he or she should receive. Thus, a treatment regime formalizes how a clinician synthesizes patient information and selects treatments in practice. Treatment regimes are of obvious relevance to precision medicine, which involves tailoring treatment selection to patient characteristics in an evidence-based way. Of critical importance to precision medicine is estimation of an optimal treatment regime, one that, if used to select treatments for the patient population, would lead to the most beneficial outcome on average. Key methods for estimation of an optimal treatment regime from data are motivated and described in detail. A dedicated companion website presents full accounts of application of the methods using a comprehensive R package developed by the authors. This book presents deliberations on molecular and genomic mechanisms underlying the interactions of crop plants to the biotic stresses caused by different diseases and pests that are important to develop resistant crop varieties. This lecture describes the author's approach to the representation of color spaces and their use for color image processing. The lecture starts with a precise formulation of the space of physical stimuli (light). The model includes both continuous spectra and monochromatic spectra in the form of Dirac deltas. The spectral densities are considered to be functions of a continuous wavelength variable. This leads into the formulation of color space as a three-dimensional vector space, with all the associated structure. The approach is to start with the axioms of color matching for normal human viewers, often called Grassmann's laws, and developing the resulting vector space formulation. However, once the essential defining element of this vector space is identified, it can be extended to other color spaces, perhaps for different creatures and devices, and dimensions other than three. The CIE spaces are presented as main examples of color spaces. Many properties of the color space are examined. Once the vector space formulation is established, various useful decompositions of the space can be established. The first such decomposition is based on luminance, a measure of the relative brightness of a color. This leads to a direct-sum decomposition of color space where a two-dimensional subspace identifies the chromatic attribute, and a third coordinate provides the luminance. A different decomposition involving a projective space of chromaticity classes is then presented. Finally, it is shown how the three types of color deficiencies present in some groups of humans leads to a direct-sum decomposition of three one-dimensional subspaces that are associated with the three types of cone photoreceptors in the human retina. Next, a few specific linear and nonlinear color representations are presented. The color spaces of two digital cameras are also described. Then the issue of transformations between different color spaces is addressed. Finally, these ideas are applied to signal and system theory for color images. This is done using a vector signal approach where a general linear system is represented by a three-by-three system matrix. The formulation is applied to both continuous and discrete space images, and specific problems in color filter array sampling and displays are presented for illustration. The book is mainly targeted to researchers and graduate students in fields of signal processing related to any aspect of color imaging.
