Early childhood care and education (ECCE) settings offer an opportunity to provide children with a solid beginning in all areas of their development. The quality and efficacy of these settings depend largely on the individuals within the ECCE workforce. Policy makers need a complete picture of ECCE teachers and caregivers in order to tackle the persistent challenges facing this workforce. The IOM and the National Research Council hosted a workshop to describe the ECCE workforce and outline its parameters. Speakers explored issues in defining and describing the workforce, the marketplace of ECCE, the effects of the workforce on children, the contextual factors that shape the workforce, and opportunities for strengthening ECCE as a profession.

This series of studies seeks to broaden the understanding of the diverse home-based child care provider workforce through identifying categories of providers based on their beliefs about caregiving and their practices with children and families. Seven million children from birth to five receive care in home-based child care settings. However, relatively little is known about characteristics of home-based providers and how to effectively engage them in quality improvement initiatives. Through secondary analysis of the National Survey of Early Care and Education data on listed home-based providers, latent profile analysis is used to explore how providers group into profiles based on key characteristics related to their beliefs and practices, as well as additional provider characteristics that predict profile membership. A similar strategy is used to analyze a sample of licensed and unlicensed home-based providers in Delaware based on the results of a statewide survey. Finally, a multiple case study approach is used to further explore providers in each profile, specifically considering how they view their roles and the quality of the care they provide and to better understand their practices with children and families.

A new type of childhood is experienced these days by many children in industrial societies that provide child care services. The studies summarized in this book stem from a conceptual model based on an ecological approach to the study of development. The family day care system in Israel is presented as a "case study" for the discussion of issues derived from this conceptual model -- issues which are of central concern to the investigation of child care in any society. This book establishes how historical and socio-economic processes: *influence the values and goals set by the society for its children, and its social policy concerning child care service; *are interpreted by parents and early childhood educators; *relate to different definitions of "quality care."
