Dalam pandangan Soekarno, agama merupakan aturan-aturan spiritual (akhirat) dan negara adalah masalah duniawi (sekular). Tentang bentuk negara, Soekarno mendukung gagasan negara demokrasi. Sementara Natsir bertitik tolak dari pandangan bahwa agama (Islam) tidak dapat dipisahkan dari negara. Bagi Natsir, urusan kenegaraan pada prinsipnya merupakan bagian integral ajaran Islam.
