The heat reforming process for the hot in-place surface recycling of deteriorated asphalt pavement (Taisei/Warren equipment and procedures) consists of a heating system (two to three infrared pre-heaters) which can effectively heat to a depth of 50 mm, and a reconditioning system (heat reformer) which can improve the pavement quality and/or place a new surface course of up to 50 mm thickness in one pass. In 1989, this technology was adapted to effectively treat several pavements that exhibited unique problems. This paper outlines the experience on two projects where in-place surface recycling of problem pavements was used to cost effectively upgrade their condition to an acceptable level. To mitigate problems with a severely flushed, new MC800 hot mix binder course pavement, hot sand was spread immediately ahead of the hot in-place recycling equipment. The hot sand blotted up the excess asphalt cement and softened the binder course for scarification and remixing using the heat reforming unit. After nearly 6 weeks exposure to traffic and no return of the flushing problem, the treated binder course pavement was overlaid with HL 3 surface course as originally specified. Similarly, an approximately 30 year old asphalt concrete surface exhibiting aging and very low air voids was treated. In order to open the mix sufficiently to accommodate addition of a rejuvenator, hot sand was spread in advance of the heat reforming equipment and was then mixed with 40 mm of scarified, rejuvenated existing pavement. The rejuvenator was successfully added with no flushing observed in the finished pavement. Additional improvements including the in-place addition and mixing of special absorptive aggregates are also discussed. The use of hot in-place surface recycling for the remediation of special deteriorated asphalt pavement problems, such as flushing and low voids, provides the pavement engineer with a cost-effective, technically-demonstrated, pavement rehabilitation procedure.
