This paper investigates the effect of household remittance inflows on child education in Ghana using data from the Ghana Living Standards Survey Six (GLSS 6). Employing an instrumental variable approach and including children at the nursery and kindergarten levels in our study, the following findings are established. First, remittance inflows generally reduce household liquidity constraints, translating into increased number of school hours for their children. Second, while remittance improves child education in the urban areas, it reduces school hours for their counterparts in rural communities. Third, gains in school hours from remittance inflows are much greater for boys but do not make any or much of a difference in improving that of the girl-child. We call for financial system regulations that help to substantially reduce transaction costs on (or rigidities in) remittance inflows so that its influence on child education outcomes will be improved.

Abstract: This paper uses a new, nationally-representative household survey from Ghana to analyze within a rigorous econometric framework how the receipt of internal remittances (from within Ghana) and international remittances (from African or other countries) affects the marginal spending behavior of households on a broad range of consumption and investment goods, including food, education and housing. Contrary to other studies, which find that remittances are spent disproportionately on consumption (food and consumer goods/durables) or investment goods (education and housing), the findings show that households receiving remittances in Ghana do not spend more at the margin on food, education and housing than households with similar income levels and characteristics that do not receive remittances. When the analysis controls for endogeneity and selection bias, the findings show that any differences in the marginal spending behavior between remittance-receiving and non-receiving households are explained completely by the observed and unobserved characteristics of households. Households in Ghana treat remittances just like any other source of income, and there are no changes in marginal spending patterns for households with the receipt of remittance income.

The author uses a large, nationally representative household survey to analyze the impact of internal remittances (from Ghana) and international remittances (from African and other countries) on poverty in Ghana. With only one exception, he finds that both types of remittances reduce the level, depth, and severity of poverty in Ghana. But the size of the poverty reduction depends on how poverty is being measured. The author finds that poverty is reduced more when international, as opposed to internal, remittances are included in household income, and when poverty is measured by the more sensitive poverty measures-poverty gap and squared poverty gap. For example, the squared poverty gap measure shows that including international remittances in household expenditure (income) reduces the severity of poverty by 34.8 percent, while including internal remittances in such income reduces the severity of poverty by only 4.1 percent. International remittances reduce the severity of poverty more than internal remittances because of the differential impact of these two types of remittances on poor households. Households in the poorest decile group receive 22.7 percent of their total household expenditure (income) from international remittances, as opposed to only 13.8 percent of such income from internal remittances. When these "poorest of the poor" households receive international remittances, their income status changes dramatically and this in turn has a large effect on any poverty measure-like the squared poverty gap-that considers both the number and distance of poor households beneath the poverty line.

Ghana is on a strong trajectory toward solidifying its middle income status. Today, more children than at any time in the history of Ghana have access to basic and secondary education. Over the past decade, incidence of extreme poverty has been cut in half amid strong economic growth. Ghana's recent achievements point to the possibility of more fully realizing the human potential of all individuals and of the country. Basic Education beyond the Millennium Development Goals in Ghana argues that realizing this potential requires a redoubling of efforts to reach the poorest half of Ghanaian children with quality basic education. At present, system-wide disparities in education service delivery and highly inequitable allocation of resources has led to unfair educational outcomes. These disparities create a "missing middle" in terms of learning outcomes: although a small number of children perform well on numeracy and literacy assessments, more than 60% of 6th graders do not attain profi ciency levels. Several recent initiatives point to the possibility of accelerating Ghana's progress toward quality basic education for all: they improve equitable resource allocation, strengthen social protection, and provide additional academic support to improve learning outcomes. My dissertation research is motivated by the growing participation of African women in migration streams long dominated by men. Drawing on qualitative and quantitative evidence from my field research on the rural-urban migration of women in Ghana, I explore the role of social norms in shaping migration and remittance behavior in developing countries. Existing studies of the impact of migrant remittances on intra-household allocation are based on datasets that assume that remittances flow to a unified household, in which the household head receives remittances and makes decisions about their use. In contrast, this study makes use of a unique dataset generated during my field research that provides detailed information not only on migration, remittances and household expenditures, but also on the identities of the remitters and recipients of remittances in 181 rural households in northern Ghana. The study also draws on in-depth interviews with migrants, household and community members to understand how social norms influence migration and remittance behavior. I find that gendered social norms play an important role in migration and remittance decisions, so that gender becomes an important determinant of who migrates and who sends remittances, to whom, and why. In particular, I find that female migrants often direct their remittances to other women, thereby creating female-centered networks of remittance flows within the household. To determine the effect of this on intra-household resource allocation, I analyze the impact of remittances from female migrants on education expenditure. I find that migrant households in which women are the primary remitter or recipient of remittances spend significantly more on education per child of school-going age than do other migrant households. By taking an intra-household approach to the analysis of migration and remittances that emphasizes the role of gendered social norms in migration and remittance decisions, this research contributes to the growing body of knowledge of how gender shapes migration outcomes. More importantly, by drawing attention to the positive development outcomes that could result from the migration of women, this research strengthens the case for formulating policies to improve the working and living conditions of women migrants around the world.

With increasing number of Africans migrating to Europe and the Americas to seek greener pastures, the expectation is that the level of remittances from them to their families back home will increase. Amid the global financial crisis since 2008, remittance to developing countries has increased by 8% from the year 2010 to US $346bn in 2011 (World Bank Report, 2010). The study looks at the contributions of foreign remittances to households in Ghana. Data were obtained from the recipients of foreign remittances selected suburbs in Kumasi metropolis through self administered questionnaire. The study reveals that the main channels of foreign remittances to Ghana are banks, private companies and individuals. Also, foreign remittances are mainly spent on food, education, church activities and funerals.
