Excerpt from Housing Yearbook, 1943 The chief change in content of this volume is the inclusion of a fairly comprehensive review of the year, intended to serve in part as a substitute for reports of state or local activities, and in part to pull together and view with some perspective the activities reported in the various articles submitted by federal agencies. As in the 1942 Yearbook, no description of Association activities is included. Such material is summarized more effectively once a year at the annual meeting of the Association and its Management Divi sion, and throughout the year by other publications of the Association. A few changes have been made in the form and content of the Directory of housing agencies, seeking to increase its usefulness for reference purposes. Again the authors are grateful to the officials of federal agencies who have so kindly contributed articles, and to the hundreds of housing agencies that supplied the necessary information for the Directory. Excerpt from Housing Yearbook, 1939 The special articles have been omitted from this year's volume because the postcard poll last spring indicated that they were probably of less value to most readers than the more strictly reference sections of the Yearbook. That poll, by the way, indicated conclusively that a very large majority of naho members consider the Yearbook a very useful service of the Association. Although they were issued first, the Selected Proceedings of the Sixth Annual Meeting in many respects are a supplement to the Yearbook. In future years the corresponding reports from the Annual Meetings probably will be included in the Yearbook. For various reasons this was not practicable this year. The Selected Proceedings contain the official reports from the eight round tables held at the Annual Meeting, the address of Charles P. Excerpt from Housing Yearbook, 1942 This volume is frankly an economy Yearbook. Unfortunately the only effective way to reduce costs in a publication of this kind is to cut things out; so we have left out this year the long section on state and local housing activity, the shorter account of Naho's doings, and the editors' annual summary. Our regret about the state and local section is lightened somewhat by our tentative plan to include it, possibly in revised form, every other year or so. Yearbook readers will thus be able to keep in direct touch with developing local programs, and the repetition that has crept unavoidably into this section in past Yearbooks will be less. This year seemed to be a good one to start skipping the section, both because many local authorities simply have been finishing up work under way and also because war housing problems are dealt with in considerable detail in other parts of the Yearbook. The story of Naho's principal activities has been running serially in Naho News and is also summarized at the Annual Meetings. The editors summary of the year would have been necessarily and to a very considerable extent a repetition of other parts of the Yearbook. While the 1942 Yearbook was still in the early stages of preparation, the President reorganized the federal housing agencies. This act affected the volume in three ways. We included a brief statement on the reorganization and the texts of the Executive Orders that brought it about. Further, we asked the writers of articles on federal housing programs during 1941 to extend their accounts to the time of the reorganization, February 24, 1942.Finally, we gave up plans for an inclusive directory of housing projects because the reorganized agencies could not be expected to undertake the considerable work that the directory would have entailed for them. The chief innovation of this Yearbook is the sizable article "Activities of National Unofficial Housing Agencies and Committees for 1941." Although we have included short statements on a few of these organizations in the past, this is the first time that they have been given much space. In one sense this record balances last year's summary of the organization and activities of citizen housing associations and councils. Should the Yearbook be continued, we hope to stress different types of housing agencies and programs each year, perhaps alternating articles on citizens' efforts with the reports on official state and local programs mentioned above. Catherine Bauer (1905–64) changed forever the concept of public housing in the United States—and inspired a generation of urban activists to include housing in welfare planning in the mid-20th century. She was one of a small group of idealists who called themselves Housers because of their commitment to raising the quality of urban life through improving shelter for low-income families. In the late 1920s, Bauer spent time in Paris, where she befriended Ferdinand Leger, Man Ray, and Sylvia Beach, publisher of Ulysses. Back in New York she fell under the spell of urban critic Lewis Mumford. It was at his urging that she became involved with the architects of change in post-World War I Europe, among them Ernst May, Andre Lurcat, and Walter Gropius. Convinced by their example that good social housing could produce good social architecture and moved by the visible ravages of the depression, she became a passionate leader in the fight for housing forthe poor. Soon established through her critical writings as a housing expert, she lodged the issue of public housing firmly within the New Deal’s agenda and was instrumental in the creation of the first public housing act in 1937. Her book Modern Housing, published in 1934, vividly depicts the essential interdependence of social, economic, and architectural policies in modern life; it is still required college reading. She taught for many years at the University of California Berkeley, as well as Harvard University.
