Directed energy, primarily through use of high-energy lasers (HELs), has already demonstrated significant capability to meet Army needs, and current developments indicate there are future applications for HELs in numerous and varied mission areas. HELs convert energy from chemical or electrical sources, for example, into intense, focused radiation that when directed onto targets will render them incapable of continuing their intended mission. There are multiple mechanisms for causing a kill. There are also multiple attributes of laser weapons, the majority of which are due to the intensity and speed-of-light transmission of the laser beam. There are a large number of HEL targets and applications in addition to those already indicated. These include, but are not limited to, reconnaissance and combat UAVs, cruise missiles, aircraft, battlefield optics/sensors, ballistic missiles, surface-to-air munitions, pop-up helicopters, and satellites. Specific Army HEL efforts include: (1) Mobile Tactical HEL (MTHEL) program, (2) the Airborne Tactical Laser Advanced Concept and Technology Demonstration (ACTD), and (3) the Zeus demonstration. HEL development programs are making significant advancements. With the fulfillment and implementation of these developments, HELs can provide a significant contribution to Army missions by providing broad capabilities. They can support force protection and enable the objective force to act first. HELs also can support precision strikes with minimal collateral damage. Significant progress has been made towards fielding HEL systems. The THEL ACTD made significant progress in weight and size reduction over earlier HELs, and demonstrated assured kills of RAM. The goal of the MTHEL program is to provide a mobile system more capable than THEL.

The United States Army is looking for ways to defend against missile and mortar attacks. In this book, the National Research Council assesses a plan to create a 100 kW mobile, solid-state, laser weapon that could defend an area several kilometers in diameter. The NRC provides several recommendations: A 100 kW Laser is of limited value, so the program's goal should be a 400 kW weapon. The Army should proceed with the program in stages, focusing first on a rugged transportable platform for the weapon using existing 25 kW laser technology, then directing resources toward 100kW and 400 kW weapons. The Army should perform a detailed, quantitative study of the effectiveness of a high energy, solid-state laser weapon against future threats. The Army should continue to participate in U.S.-based and international research on high-energy lasers and related equipment. The committee found substantial benefits for the Army's solid-state laser program from other programs outside the Army. The Army should conduct risk-assessments that investigate the effects that a high energy laser may have on other airborne platforms in the vicinity of the target. The Army should study eye safety for both the operators of the laser and for civilians. The results of these studies should be integrated into the development of the weapon.

DEWs are currently being rapidly developed and proliferated around the world, and DE is globally considered to be a game- changing military technology. The impact DEW technologies will actually have over the next 40 years is still to be seen. This report only seeks to organize thoughts around a realistic vision for DEW technologies in 2060. Data gathered for this report shows that both in the past, today, and likely into the future, 2060, DEW proliferation will be driven by the requirements for three capabilities which will be needed to face enduring challenges. Over the next 40 years, we predict that even in a pessimistic case, the technology barriers for development of high-energy, high-power, operationalized DEWs will be steep, and investment in DE is the key to the U.S. and Allies retaining leadership in these tech areas. This report highlights with factual references to international developments that include ground based, air based, field demonstrations, naval deployments, and highlights several examples of how DE is used in operations today. We are at or near a critical tipping point in DE technology. The pessimistic, conservative, and optimistic alternative futures for DE military utility, proliferation, and technology advancement are described in this report, based on understanding of historical trends, knowledge of the current state of DE, other advanced technology areas, and predictions about major technology drivers over the next 40 years.

This study evaluated the U.S. Air Force's survey of emerging technologies of the future, Project Forecast II, for its relevance to the Army's potential requirements for the future, as indicated by the Army 21 Interim Operational Concept. The study concluded that there is a high correlation between the Army's needs and the technologies identified in Forecast II, although the Army could benefit from a poll of its contractors to uncover more Army-relevant technologies. In addition, by using systems as the bridge between projected technologies and specified military capability requirements, as the Air Force did in Forecast II, the Army could take advantage of a valuable means of establishing and gauging the relevance of emerging technologies to future requirements.

Selected Directed Energy Research and Development for U.S. Air Force Aircraft Applications is the summary of three workshop sessions convened between February and April, 2013 by the Air Force Studies Board of the National Academies' National Research Council. Representatives from the Air Force science and technology community and DEW experts from the U.S. Army, U.S. Navy, Office of the Secretary of Defense, and the Defense Advanced Research Projects Agency presented and discussed threats that DEW capabilities might defend against and assessments of foreign progress in DEW. From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."
