This work analyzes the necessity of changing Japan's present defense policy. The discussion of Japan's defense strategy has been an unpopular topic in Japan for a long time. As of now, 13 years after the collapse of the American enterprise in Vietnam, dangers to the East Asian balance of power seem remote, despite growing Soviet military power and increased political interest in the area. However, the relations of the United States and Japan are pivotal to sustaining the current balance of power in the region. What could damage U.S. interests in the area is a change in Japan's role. No one expects Japan to become hostile, but, substitute the words "indifferent," "neutral," "non-aligned," or "aloof," and the relationship is changed ominously. What factors might change the Japanese-American relationship? First would be an attempt to revise the current formal treaty status to expand the scope of Japanese military obligations in East Asia and to relate these to contingencies in the Middle East or Europe. The second danger is clearly trade and finance. As the U.S. defense establishment warns, a trade war with Japan would endanger higher political and military interests. The third lever that might move Japan is defense expenditures. No one argues that Japan should not be able to defend itself to the extent of making a would-be aggressor at least calculate his probable losses. But continuing attempts to co-opt a greatly augmented Japanese force into American operational plans risk alienation of the Japanese public and Japan's neighbors. Arguments that the Seventh Fleet is doing Japan's job in the Indian Ocean break down on the assumption that Japan sees a job that needs doing; it doesn't. Fourth, there is a remote danger that the United States might eventually seek a special relationship with the People's Republic of China as a substitute for the Japanese one. If the balance of power in East Asia were to begin to turn against U.S. interests, there would be opportunities for the Soviets. But the argument here is that this balance is now at risk only if the United States mishandles its relations with Japan.

The so-called pacifist clause of the Japanese Constitution (Article 9) binds the Japanese people forever to renounce war as a sovereign right of the nation and the threat or use of force as a means of settling international disputes. Beyond Pacifism argues that Japan must either repeal Article 9, or face a future in which Japan might be compelled to surrender sovereign authority in order to appease one or more of its immediate neighbors. If Japan cannot free itself of the constraints of its constitutional pacifism and choose to become a normal nation, willing and able to defend itself and its interests, it must endure what former Prime Minister Koizumi describes as the peace of slaves. Since 1952 Japan has followed the path of reinterpreting Article 9 in order to work around its pacifist strictures. Many Japanese party leaders—including prime ministers Abe and Koizumi—have called for Article 9 to be revised by the addition of a clause authorizing the use of force for the purpose of self-defense against aggression directed against the Japanese nation. Most foreign commentators and scholars urge Tokyo to continue to work around Article 9 without amendment. By contrast, the author argues that neither reinterpretation nor revision will allow Japan to counter the growing military threats from North Korea and China. Japan's health as a democratic state, contends Middlebrooks, requires an honest re-alignment of its law with its modern national identity, which is normal and no longer poses a militaristic threat to regional stability.

By the 193Os, Japan had achieved the objectives of its 1868 Meiji Restoration. It had created a heavy industrial system of world rank supporting a modern military establishment to defend itself against western colonialism. This singular achievement led to the one thing the strategy was intended to prevent - defeat and domination by foreigners. Industrial growth ended centuries of autarky; a modernized Japan depended on imports for its technology, energy, raw materials, and strategic industrial supplies. To ensure itself of these inputs, it embarked on its own colonial ventures in Asia and built a naval fleet to protect its lines of supply. These actions eventually led Japan into conflict with the United States. Japanese dependence on overseas supplies made its merchant shipping a cornerstone of its industrial might. Yet, during the Second World War, Japan did not protect this fleet against attack by the use of anti-submarine warfare or protected convoys. Rather, the Imperial Japanese Navy saw its job as one of defeating the main American naval fleet. With its commerce unprotected, Japan suffered unsustainable losses to its economy and its ability to wage war. However, at the tactical-technical level, especially in naval aviation, Japanese industry and military planners were quite innovative. Despite its acceptance of the idea of total war, Japan's decision to make war on the United States was a profound error of historic proportions as the nation's strategic objectives vastly outran its military and industrial means. Although Japan's economic growth was remarkable, its economy was still considerably smaller than that of the United States; its technology - even its military technology - seriously lagged American levels.
