Managing government debt guarantees is difficult because the potential costs of guarantees are hard to estimate and typically do not show up in the reported budget deficit. A good framework for managing guarantees can, however, help governments overcome the difficulty and enhance the transparency of guarantees. This paper sets out a checklist of issues for a government to consider when designing or revisiting its framework for managing guarantees. The checklist comprises: (1) steps to establish macroeconomic control over guarantees by setting limits on their use and restricting the authorization to grant them; (2) steps to improve decisions to grant individual guarantees by means of guidelines, restrictions, conditions, cost estimation, guarantees fees, and a structured process for making the decisions; and (3) steps to ensure careful management after the granting of guarantees, including the recording and reporting of guarantees, arrangements to pay when necessary, and learning from past experience.

Public-private partnerships (PPPs) refer to arrangements under which the private sector supplies infrastructure assets and infrastructure-based services that traditionally have been provided by the government. PPPs are used for a wide range of economic and social infrastructure projects, but they are used mainly to build and operate roads, bridges and tunnels, light rail networks, airports and air traffic control systems, prisons, water and sanitation plants, hospitals, schools, and public buildings. PPPs offer benefits similar to those offered by privatization, which is the sale of government-owned enterprises or assets. By the late 1990s, when privatization was losing much of its earlier momentum, PPPs began to be widely seen as a means of obtaining private sector capital and management expertise for infrastructure investment. After a modest start, a wave of PPPs is now beginning to sweep the world. This Special Issue paper provides an overview of some of the issues raised by PPPs, with a particular focus on their fiscal consequences. It also looks at government guarantees, which are used fairly widely to shield the private sector from risk and are a common feature of PPPs. And it examines the consequences of PPPs and guarantees for debt sustainability. The paper concludes with a list of measures that can maximize the benefits and minimize the fiscal risks associated with the use of PPPs. Various appendices augment the discussion by examining country experiences with PPPs, summarizing the statistical reporting framework used to discuss fiscal accounting and reporting, explaining accounting for risk transfer, examining how guarantees are modeled and estimated in Chile, and summarizing international accounting and reporting standards for contingent liabilities.

GAO discussed the government's potential financial burden due to billions of dollars invested in faltering and uncollectible guaranteed loans. GAO noted that: (1) at the end of fiscal year (FY) 1989, the government's guaranteed loans totalled almost $588 billion, with $332 billion in guaranteed housing loans; (2) outstanding loan guarantees were expected to total about $838 billion by the end of FY 1995, while direct loans were expected to decline to about $197 billion; (3) from FY 1985 through FY 1989, the number of oustanding loans increased 43 percent, and terminations for default increased about 77 percent, rising sharply from $6 billion to almost $11 billion; (4) federal agencies administering loan guarantee programs lacked adequate financial management systems and accounting principles, making it difficult for the government to accurately determine the extent of losses; (5) since agencies worked through lenders in dealing with guaranteed loans, agencies could not effectively manage loan guarantee programs; (6) agencies often lacked adequate collection procedures or did not use available collection tools; (7) the Office of Management and Budget took several actions to improve the government's credit program management; and (8) the government should consider several actions in order to improve its loan guarantee programs, lessen vulnerability, and strengthen agencies' financial management.
