A key weakness with public transportation is the lack of accessibility to transit stops. Bicycles can increase user accessibility to transit stops and reduce door-to-door travel times. The goal of this thesis is to better understand how transit agencies currently integrate their transit service with bicycles. While there is a great deal of literature available on this topic, much of it is outdated and may be out of touch with current trends in bicycle and transit integration. With the recent increase in both bicycle and transit ridership, it is likely that many agencies have begun to alter their approach to bicycle and transit integration to accommodate for this rise. This thesis set out to produce a comprehensive analysis and concise report on how transit agencies currently handle bicycles. To do this, I conducted a survey to gather detailed information on bicycle programs, investments, planning, policies, procedures, funding sources, operations, infrastructure, marketing, and accessibility features from multiple transit agencies. I used two different methods when selecting transit agencies to take part in this study. One approach identified transit agencies that practice advanced bicycle and transit integration strategies through a literature review. The other identified transit agencies located in cities with high bicycle ridership and transit use. Thirteen agencies were selected and nine of those agreed to complete the survey I created. I analyzed the survey responses and compared them to better understand the current methods and tools used by transit agencies to integrate bicycles and transit. I found that most agencies did not express interest in improving bicycle-on-transit facilities. Instead, most surveyed transit agencies had bicycle-planning documents that focused on the conception and implementation of improved bicycle access and secure bicycle parking.

Converting park-and-ride to bike-and-ride trips could yield important environmental, energy conservation, and public-health benefits. While cycling in general is becoming increasingly popular in the United States, it still makes up a miniscule portion of access trips to most rail transit stations. At several rail stations of the Bay Area Rapid Transit (BART) system, 10 percent or more of access trips are by bicycle, up considerably from a decade earlier. This paper adopts a case study approach to probe factors that have had a hand in not only cycling grabbing a larger market share of access trips to rail stops but also in the enlargement of bike access-sheds over time. Both on-site factors, like increases the number of secure and protected bicycle parking racks, as well as off-site factors, like increases in the lineal miles of bike paths and bike boulevards, appear to explain growing use of bicycles for accessing rail stations. The adage "build it and they will come", we argue, holds for bicycle improvements every bit as much as other forms of urban transportation infrastructure. Proactive partnerships between transit agencies, local municipalities, and bicycle advocacy organizations are critical to ensuring such improvements are made.

Bike-n-Bus includes any number of methods where bicycle serves as the access mode to some form of bus transit. This study examines bike-n-bus operations in the United States based on telephone interviews with transit professionals from 33 transit agencies across the lower 48 states. It reviews past trends in research and gives some history of bike-n-bus in the U.S. and abroad. A brief explanation of methodology is followed by a description of the various facets of U.S. bike-n-bus operations, based on both interviews and the literature, with commentary by survey respondents. The study ends with a long term vision for bike-n-bus based on the characteristics of that mode-couple. Conclusions are addressed to various audiences: transit agency, community leader/ policy maker, and researcher. Included are suggestions for possible next steps in research and implementation. These findings would be of interest to those studying transit and bicycle travel, developing travel demand models, managing a transit agency, or those with influence over bicycle policy and infrastructure. Most transit agencies have installed front-mounted bicycle racks on their entire bus fleet, and expressed satisfaction that the amenity accommodates bicyclists. However, agencies have made only moderate efforts to follow-up on this success. Studies suggest that cycling to transit can be competitive with the private automobile in journey-to-work trips and attracts new riders to transit. Better bicycling infrastructure is the most significant way to increase the number of bike-n-bus riders. However, transit agencies seem reluctant to support these improvements.

The United States differs from other developed nations in the extent to which its national bicycle transportation policy relies on the use of unmodified roadways, with cyclists obeying the same traffic regulations as motor vehicles. This policy--known as "vehicular cycling"--evolved between 1969, when the "10-speed boom" saw a sharp increase in adult bicycling, and 1991, when the American Association of State Highway and Transportation Officials adopted an official policy that on-road bikeways were not desirable. This policy resulted from a growing realization by highway engineers and experienced club cyclists that they had parallel interests: the cyclists preferred to ride on highways, because most bikeways were not designed for high speeds and pack riding; and the highway engineers did not want to divert funding from roadways to construct bikeways. Using contemporary magazine articles, government reports, and archival material from industry lobbying groups and national cycling organizations, this book tells the story of how America became a nation of bicyclists without bikeways.
