Excerpt: The Superintendent of the United States Air Force Academy is the senior officer and commander of the United States Air Force Academy in Colorado Springs, Colorado. The position is normally held by an active duty Air Force lieutenant general, and is roughly equivalent to the president of a university. Because the Academy is a Direct Reporting Unit, the Superintendent reports directly to the Air Force Chief of Staff. The Superintendent oversees all aspects of the Academy, including military training, academics, athletics, admissions and the base infrastructure. The position of Superintendent is established by statute, under 10 U.S.C. 9333 and 10 U.S.C. 9333a. Under those sections of law, the Superintendent is appointed by the President of the United States, must serve as Superintendent at least three years, and must retire at the end of his tour as Superintendent, unless the retirement is waived by the Secretary of Defense under 10 U.S.C. 8921. The practice of mandatory retirement has changed over time, however, as many early Superintendents went on to higher positions in the Air Force after their terms at the Academy. Lieutenant General Robert E. Kelley (born November 3, 1933) was a U.S. Air Force general, and former Superintendent of the United States Air Force Academy. The Harmon Memorial Lecture is the oldest and longest-running lecture series at the United States Air Force Academy, occurring continuously on an annual basis since the spring of 1959--before this institution had even graduated its first class. It is a fitting tribute to the man many consider to be the "father" of the Air Force Academy, its first superintendent, Lt Gen Hubert R. Harmon. General Harmon understood that the serious study of military history was an essential element of the military profession, and he was a strong supporter of the two main goals of the series: stimulating "cadets to develop a lifelong interest in the history of the military profession" and promoting the development and dissemination of military history for the benefit of all American citizens.Each year, the Academy's Department of History selects a leading military historian to present the Harmon Memorial Lecture to all cadets enrolled in the military history courses offered that term. For many years, these lectures were printed and disseminated individually across the Academy, the Air Force, and throughout academia. In 1988, Lt Col Harry Borowski, then a faculty member in the Department of History, edited a volume containing the first 30 years of Harmon Lectures. This volume picks up where Lieutenant Colonel Borowski left off, presenting the next 30 years of Harmon Lectures for the benefit of cadets, faculty and staff, the Air Force, scholars throughout academia, and all persons interested in military history throughout the world. In 1959 the United States Air Force Academy's Department of History began the Harmon Memorial Lecture Series on Military History in memory of Lt. Gen. Hubert R. Each year thereafter, a committee of nationally known civilian historians and Academy representatives selected an outstanding military historian to be the annual lecturer. Beginning in 1970, the Harmon Lecture also served as the keynote address for the Academy's biennial Military History Symposium. This collection of the first thirty Harmon Memorial Lectures reflects the evolution in scholarship of prominent scholars working in military history over the past three decades. In keeping with the purpose of the series, the Academy publishes and distributes each lecture to Air Force and Department of Defense agencies, university libraries, and scholars throughout the United States and abroad. A number of lectures are used in courses at the Academy, and we receive many requests for them from civilian scholars and military personnel. Consequently, the Academy's Department of History and the Office of Air Force History have decided to publish the first thirty lectures under one cover, thereby making them more available. In this way, we continue to honor the memory of General Harmon, who during his lifetime developed a deep and abiding interest in military history and contributed so much to establishing the United States Air Force Academy.
