"When the army comes out, it is to kill."—Augusto Pinochet Following his bloody September 1973 coup d'état that overthrew President Salvador Allende, Augusto Pinochet, commander-in-chief of the Chilean Armed Forces and National Police, became head of a military junta that would rule Chile for the next seventeen years. The violent repression used by the Pinochet regime to maintain power and transform the country's political profile and economic system has received less attention than the Argentine military dictatorship, even though the Pinochet regime endured twice as long. In this primary study of Chile Under Pinochet, Mark Ensalaco maintains that Pinochet was complicit in the "enforced disappearance" of thousands of Chileans and an unknown number of foreign nationals. Ensalaco spent five years in Chile investigating the impact of Pinochet's rule and interviewing members of the truth commission created to investigate the human rights violations under Pinochet. The political objective of human rights organizations, Ensalaco contends, is to bring sufficient pressure to bear on violent regimes to induce them to end policies of repression. However, these efforts are severely limited by the disparities of power between human rights organizations and regimes intent on ruthlessly eliminating dissent.

Often translated as "revolt," apronunciamientowas a formal, written protest, typically drafted as a list of grievances or demands, that could result in an armed rebellion. This common nineteenth-century Hispano-Mexican extraconstitutional practice was used by soldiers and civilians to forcefully lobby, negotiate, or petition for political change. Although the majority of these petitions failed to achieve their aims, many leading political changes in nineteenth-century Mexico were caused or provoked by one of the more than fifteen hundredpronunciamientosfiled between 1821 and 1876. The first of three volumes on the phenomenon of thepronunciamiento, this collection brings together leading scholars to investigate the origins of these forceful petitions. The societal web of life is underpinned by one concept - that of Self and Other - which emerged earlier in this century. The concept has received a new formulation within the field of the phenomenology of life and the human creative condition, finding a foothold, a point of reference that radiates novel, seminal insights. It is nothing other than the creative fulcrum of human functioning. The self-individualisation of the human being, as revealed in the present collection, is existentially and vitally intertwined with that of the Other. Tymieniecka's seminal idea of the `trans-actional' is explored in this collection of essays, which reveals a variety of significant perspectives, weaving the cycles of the human universe of existence in an essential oscillation between the Self and the Other. In this oscillation we throw out our existential tentacles, trying to gain a living space with respect to each other, all the while engaging in a mutual creative prompting and attunement.
