Forest resources share attributes with many other resource systems that make difficult their governance and management in a sustainable, efficient and aquitable manner. Destruction or degradation of forest resources is most likely to occur in open-access forests where those involved, or external authorities, have not established effective governace. Conventional theories applied to forest resources presumed that forest users themselves were incapable of organising to overcome the temptations to overharvest. Extensive empirical research, however, has challenged this theory and illustrated the many ways that forest users themselves have devised rules that regulate harvesting patterns so as to ensure the sustainability of forest resources over time. This growing consensus about the attributes of users and resources has been applied in the design of policies intended enhance the participation of local users in the governance and management of common-pool resources, including many forests. Supporting further research-especially studies of forests and their users over time - is an important foundation for even more effective public policies in the future.

In nearly every country, subnational governments receive public funds, either through direct tax collection or through intergovernmental transfers. However, in more than 30 countries, distribution of non-renewable natural resource revenues to subnational authorities is governed by a set of rules that are distinct from the rules governing distribution of non-resource revenues. Resource revenue sharing is being touted as an answer to the 'resource curse' in several conflict-affected states, such as Iraq, Libya and Myanmar. But while these systems can promote economic development and help mitigate or even prevent violent conflict in resource-rich regions, they can also generate perverse incentives for transforming natural resource wealth into wellbeing. In some places, they have exacerbated boom-bust cycles and regional inequalities. Worse, depending on how they have been designed and implemented, they have intensified violent conflict rather than alleviating it.This report by the Natural Resource Governance Institute (NRGI) and United Nations Development Programme (UNDP) gives an overview of resource revenue sharing mechanisms around the world and provides advice to policymakers establishing or reforming their systems.

Resource-rich countries face large and persistent shocks, especially coming from volatile commodity prices. Given the severity of the shocks, it would be expected that these countries adopt countercyclical fiscal policies to help shield the domestic economy. Taking advantage of a new dataset covering 48 non-renewable commodity exporters for the period 1970-2014, we investigate whether fiscal policy does indeed play a stabilizing role. Our analysis shows that fiscal policy tends to have a procyclical bias (mainly via expenditures) and, contrary to others, we do not find evidence that this bias has declined in recent years. Adoption of fiscal rules does not seem to reduce procyclicality in a significant way, but the quality of political institutions does matter. Finally, non-commodity revenues tend to respond only to persistent changes in commodity prices.

The “middle-income trap” is the phenomenon of hitherto rapidly growing economies stagnating at middle-income levels and failing to graduate into the ranks of high-income countries. In this study we examine the middle-income trap as a special case of growth slowdowns, which are identified as large sudden and sustained deviations from the growth path predicted by a basic conditional convergence framework. We then examine their determinants by means of probit regressions, looking into the role of institutions, demography, infrastructure, the macroeconomic environment, output structure and trade structure. Two variants of Bayesian Model Averaging are used as robustness checks. The results—including some that indeed speak to the special status of middle-income countries—are then used to derive policy implications, with a particular focus on Asian economies.
