The report highlights the importance of social protection measures in the Millennium Development Goals agenda. It also stresses that social protection measures designed, implemented and evaluated within the framework of a rights-based approach are more likely to ensure the achievement of the Goals and to result in long-term improvements. In addition, the report argues that the use of a rights-based approach to social protection can maximize synergies across the Millennium Development Goals and have greater effect in terms of reducing extreme poverty and inequality. The UN independent expert outlines the main features of a rights-based approach to social protection. She pays particular attention to gender related concerns as one of the core components of such an approach. The report calls on States to devote increased attention to the issue of gender equality while designing, implementing and evaluating social protection programmes within a human rights framework.

The present report addresses the impact of the current global financial crisis on people living in extreme poverty and the enjoyment of their human rights. It stresses that the crisis offers an opportunity to move beyond the restructuring of the global financial and monetary systems and to place people at the centre of policy measures by enhancing social protection systems from a human rights-based approach. The report describes how human rights standards provide a normative framework for the adoption of social protection measures and provide guidance for their design, implementation and evaluation. Beyond reaffirming political will to rescue economies, the report urges the international community to take action and mobilize support in order to ensure that those who continue to suffer the most acute consequences of economic crises are protected and supported through the adoption and strengthening of social protection systems.

The Global Monitoring Report 2014/2015: Ending Poverty and Sharing Prosperity was written jointly by the World Bank Group (WBG) and the International Monetary Fund, with substantive inputs from the Organisation for Economic Co-operation and Development. This year's report details, for the first time, progress toward the WBG's twin goals of ending extreme poverty by 2030 and promoting shared prosperity and assesses the state of policies and institutions that are important for achieving them. The report continues to monitor progress on the Millennium Development Goals (MDGs). Also for the first time, the report includes information about high-income countries. It finds that while gaps in living standards have been closing in many countries, the well-being of households in the bottom 40 percent, as measured by the non-income MDGs such as access to education and health services, remains below that of households in the top 60 percent. The focus of this year's report is on three elements needed to make growth more inclusive and sustainable: investment in human capital that favors the poor, the best use of safety nets, and steps to ensure the environmental sustainability of economic growth. These three elements are imperative to all countries' development strategies, and are also fundamental to global efforts to achieve the twin goals, the MDGs, and the Sustainable Development Goals that will succeed the MDGs. Global Monitoring Report 2014/2015 was prepared in collaboration with regional development banks and other multilateral partners.

'Poverty itself is a violation of numerous basic human rights.' (Mary Robinson, former UN High Commissioner on Human Rights) The idea that freedom from poverty is a basic human right that gives rise to moral and legal obligations of governments and other actors has received increased international attention in recent years. Mary Robinson, the former UN High Commissioner for Human Rights, has pushed the international agenda on poverty and human rights forward by characterizing extreme poverty as one of the key human rights problems that the world faces. The recognition of poverty as a human rights issue is also increasingly reflected in the work of international organizations such as the United Nations Development Programme (UNDP) and the United Nations Children's Fund (UNICEF), and of campaigning organizations such as Oxfam, Human Rights Watch, and Amnesty International. In Poverty and Human Rights Vizard analyses the importance of the work of the Nobel Laureate Amartya Sen for contemporary debates about poverty and human rights. Bringing together perspectives from ethics, economics, and international law, Vizard provides a detailed and concise analysis of Sen's contributions and examines the ways in which his work has promoted cross-fertilization and integration across traditional disciplinary divides. She demonstrates that Sen has made a major contribution to the development of an 'interdisciplinary bridge' between human rights and theoretical and empirical economics, and to the establishment of poverty as a human rights issue. Vizard demonstrates that Sen's work has deepened and expanded human rights discourse in important and influential ways. In ethics, Sen is shown to have challenged the exclusion of poverty, hunger, and starvation from the characterization of fundamental freedoms and human rights, and to have contributed to the development of a framework in which authoritatively recognized international standards in this field can be meaningfully conceptualized and coherently understood. In economics, Sen is shown to have set out a far-reaching critique of standard frameworks that fail to take account of fundamental freedoms and human rights, and to have moved the economics and human rights agenda forward by pioneering the development of new paradigms and approaches which focus on these concerns.

The Millennium Development Goals (MDGs) have generated tremendous discussion in global policy and academic circles. On the one hand, they have been hailed as the most important initiative ever in international development. On the other hand, they have been described as a great betrayal of human rights and universal values that has contributed to a depoliticization of development. With contributions from scholars from the fields of economics, law, politics, medicine and architecture, this volume sets out to disentangle this debate in both theory and practice. It critically examines the trajectory of the MDGs, the role of human rights in theory and practice, and what criteria might guide the framing of the post-2015 development agenda. The book is essential reading for anyone interested in global agreements on poverty and development.
