ABSTRACT: The Hurricane Disaster Risk Index (HDRI) is a composite index that rates East and Gulf Coast counties in the United States according to the risk that they will experience a hurricane disaster. The index considers four major factors that contribute to a county's risk: Hazard, Exposure, Vulnerability, and Emergency Response and Recovery Capability. Hazard considers the frequency and intensity of the hurricanes as well as the possibility for collateral hazards. Exposure considers the population, structures, economic activities and lifelines of the community that are exposed to hurricane hazards. Vulnerability considers the degree to which these are vulnerable to damage or injury. Emergency Response and Recovery Capability considers access to and mobility within the county, evacuation times and shelter availability and resources. The HDRI can be used in two ways: (1) to compare the overall hurricane disaster risk of different counties, and (2) to determine the causes of the risk by examining the four main factor values for a particular county. These two uses will be helpful, then, in making resource allocation and high-level planning decisions, by identifying the components) of hurricane risk that, if improved, would most dramatically reduce their risk of hurricane disaster, and in educating the public and decision makers about the different factors that contribute to the overall hurricane disaster risk.
