The proposed Kaskaskia River navigation project will provide a 50-mile-long, 9-ft-deep by 200-ft-wide channel from the mouth of the river to Fayetteville, Ill., by means of channel enlargement and realignment; alterations to bridges to obtain proper clearance; and construction of a gated dam surmounted by two 60- by 30-ft tainter gates, and an 84- by 600-ft navigation lock. A 1:120-scale, fixed-bed model, reproducing 2.0 miles of the Kaskaskia River and 1.8 miles of the Mississippi River, was used to: demonstrate and study flow conditions in lock approaches and in critical reaches; determine adequacy of proposed design for the spillway, stilling basin, and exit channel; determine optimum arrangement of the guide or guard walls; determine areas requiring special protection and navigation conditions in lock approaches and in critical reaches; and develop modifications required to produce satisfactory flow and navigation conditions.

The structure proposed at the head of the Kaskaskia River navigation channel near Fayetteville, was designed to provide grade control which is required to permit dredging of the navigation channel and maintain existing water surfaces without aggravating head cutting and upstream bank erosion. A 1:25-scale model investigation was conducted to evaluate the hydraulic performance of the proposed structure including discharge characteristics of the weir, velocities of flow through the structure and in the downstream navigation channel, general flow patterns, and riprap needed for stability of the structure and for protection of the navigation channel. The proposed grade-control structure will be constructed of riprap and an additional 800 ft of bank protection will be provided immediately downstream of the structure. The total structure width will be about 600 ft and will include a trapezoidal weir with a base width of 120 ft at el 364 in the center of the existing Kaskaskia River navigation channel. The original design grade-control structure performed satisfactorily with discharges ranging from 1,000 to 35,000 cfs; however, the headwater was below desirable levels. Several modifications of the weir portion of the structure were developed to maintain existing headwaters and provide satisfactory hydraulic performance.

Tests were conducted on a 1:40-scale model reproducing the spillway for Shelbyville Dam, a combination concrete and earth structure rising 108 ft above the bed of the Kaskaskia River. The spillway consists of an ogee crest controlled by three tainter gates 45.33 ft wide and 36.92 ft high; a 156-ft-wide, 206-ft-long chute sloped 1 on 4; and a conventional hydraulic jump type stilling basin. The design flood, 162,500 cfs, will be passed at pool elevation 638.2 by combined operation: 157,500 cfs over the spillway and 5000 cfs through two 11-ft-high by 5.5-ft-wide sluices through the spillway section beneath the piers. Flow conditions in the approach, discharge characteristics of the spillway, hydrostatic pressures on the ogee weir crest, performance of the conventional stilling basin, and the height of the training walls were investigated. The limits of two exit channel protection plans involving the use of various sizes and gradations of stone and concrete paving were developed with and without berms behind the training walls.
