BC Hydro is implementing a series of changes in accordance with policy actions under the provincial energy plan. This publication presents basic information on changes related to two policy actions: new rate structures that enable large electricity consumers to choose a supplier other than the local distributor; and new rate structures that will provide better price signals to large electricity consumers for conservation & energy efficiency. Under these changes, BC Hydro will implement a stepped rate design that features different rates for different blocks of energy consumption. The publication discusses aspects of the new rate design, including its parameters, cut-off points, credits for reduced consumption, the market option for rate calculation, direct access to third-party suppliers, demand charges, and implementation.
