This book examines the possible impacts of climate change on hydrology and water resources in the vast arid region of Northwest China, which is one of the world’s largest arid places. The first chapter offers an introductory discussion of the physical geography and socioeconomic conditions in the region. Chapters 2 through 7 discuss the climate system and hydrologic system changes in the region, and assess some implications of these changes in relation to potential evapotranspiration, the hydrological cycle and spatiotemporal variations of the snow cover and glaciers as measured via remote sensing, geographic information systems, and statistical analysis. Chapters 8 and 9 focus on model description and experimental design for interpreting the hydro-climatic process, emphasizing the integration of water, climate, and land ecosystems through field observations and computer-based simulations. Chapter 10 examines some extreme hydrological events and presents a study using the historical trend method to investigate the spatial and temporal variability of changing temperature and precipitation extremes in the hyper-arid region of Northwest China. A concluding chapter discusses possible strategies for sustainable watershed management. The contributors are acknowledged experts who bring broad, relevant experience on water resources research in China’s cold and arid regions. The lessons of this volume will prove useful for understanding arid areas elsewhere in the world.

This open-access book addresses latest Sino-German results of the joint research efforts within Major Water Program of the Chinese Government supported by German research funding. The Major Water Program aims at the restoration of polluted water environments and sustainable management of water resources in China. The joint BMBF-CLIENT project SINOWATER deals with three most significant and strongest polluted Chinese waters, the river Liao and the Dian-lake as well as Tai-lake in the area of the metropolises Shenyang, Kunming and Suzhou, respectively. The project was conducted by the Research Institute for Water and Waste Management at RWTH Aachen (FiW) e.V., Bavarian State Ministry of the Environment and Consumer Protection, Technical University of Munich, RWTH Aachen University, German and Chinese companies (Martin Membrane Systems AG, Steinhardt GmbH Wassertechnik, GuHong, JT-elektronik, bluemetric, Huawang Water, EVU Group, Atemis GmbH, i+f process GmbH) in close cooperation with Chinese Academy of Environmental Sciences, Tongji University, and the Dianchi Lake Management Authorities. Overall, the joint Sino-German research project SINOWATER provided solutions for the improvement of the water quality in the mentioned water bodies as well as development and optimization of Good Water Governance. These objectives could be achieved through the implementation of innovative German water technologies and the optimization of water management elements in the fields of industrial and municipal wastewater treatment as well as river and shallow lake management.

This book explores water resources management issues in China and possible solutions. It analyzes a wide range of general and specific topics, providing case studies and a balanced review of the past and present situation as well as future developments. The book begins with a general introduction and an overview of hydrology, water resources, and development issues in China. It then presents a management framework, including a management system, management institutions, river basin management, water pricing, water rights, and groundwater management, and discusses its implementation, covering water resources allocation and regulation in the Yellow River, integrated water affair management reforms, and agricultural water management in northern China. The last section focuses on the current reforms and hot topics, with strong emphasis on stringent water resource strategies applied to the river and lake principle system, recycled water use and water resources asset management, as well as climate change impacts, and concludes with a summary of the many changes in the water sector in China and a look at the road ahead and the areas that still need to be reformed.

In the 20th century, water management focused on the local scale of interest. In the 21st century we will be facing changes in the quantity of our water cycle. The forces behind these new challenges are industrialisation, population growth and an insufficiently swift response to climatic change. The magnitude and distribution of global changes are not exactly predictable, because we live in an ever-changing environment and are faced with extreme and interacting processes, which all are not yet sufficiently understood. Therefore, to shoulder this task, hydrology should embrace more integrative and interdisciplinary approaches and achieve more flexibility in assessments and decisions. To better confront this challenge, catchment-related solutions are more important than local solutions, to satisfy the water demand of agriculture, ecosystems, industry and the private sector. It is wise to keep in mind that the environment has a "sustainable memory" and our knowledge about attenuation capacities and resilience of the environment is still low.

This book describes the huge efforts by the Chinese Government concerning the restoration and future sustainable management of Chinese water systems. It presents the results of a Sino-European joint project concerning the Songhuajiang-Liaohe River Basin (SLRB) in Northeast China conducted by the Chinese Research Academy of Environmental Sciences (CRAES), the Helmholtz Centre for Environmental Research - UFZ, Germany, and the Natural Environment Research Council as represented by the Centre for Ecology and Hydrology (CEH), UK. The book explains in great detail the development of risk assessment and corresponding management methods for (i) controlling water pollution, (ii) assessing river health and ecological restoration options, (iii) characterizing persistent organic pollutants (POPs), and (iv) protecting fragile groundwater resources. It also describes the implemented demonstration sites of SLRB during the project course as well as lessons learnt on efficient project management and the dissemination of knowledge and technologies.

As one of the eighteen field-specific reports comprising the comprehensive scope of the strategic general report of the Chinese Academy of Sciences, this sub-report addresses long-range planning for developing science and technology in the field of water science. They each craft a roadmap for their sphere of development to 2050. In their entirety, the general and sub-group reports analyze the evolution and laws governing the development of science and technology, describe the decisive impact of science and technology on the modernization process, predict that the world is on the eve of an impending S&T revolution, and call for China to be fully prepared for this new round of S&T advancement. Based on the detailed study of the demands on S&T innovation in China's modernization, the reports draw a framework for eight basic and strategic systems of socio-economic development with the support of science and technology, work out China's S&T roadmaps for the relevant eight basic and strategic systems in line with China's reality, further detail S&T initiatives of strategic importance to China's modernization, and provide S&T decision-makers with comprehensive consultations for the development of S&T innovation consistent with China's reality. Supported by illustrations and tables of data, the reports provide researchers, government officials and entrepreneurs with guidance concerning research directions, the planning process, and investment. Founded in 1949, the Chinese Academy of Sciences is the nation's highest academic institution in natural sciences. Its major responsibilities are to conduct research in basic and technological sciences, to undertake nationwide integrated surveys on natural resources and ecological environment, to provide the country with scientific data and consultations for government's decision-making, to undertake government-assigned projects with regard to key S&T problems in the process of socio-economic development, to initiate personnel training, and to promote China's high-tech enterprises through its active engagement in these areas.
