Survey based valuation techniques like the Contingent Valuation Method (CVM) rely particularly on the premise of respondents' rationality when answering willingness to pay (WTP) questions. Results of CVM surveys have repeatedly put this fundamental assumption into question. This study adopts a more realistic view of rationality accounting for respondents' limited capacities to process information. Based on cognitive psychology a technique to detect and analyze the bounds of rationality inherent in WTP statements is developed. Using an empirical example, the influence of bounded rationality on the validity of CVM results is analyzed. It is shown that individual differences in information processing play a major role. From these results recommendations for future survey design are developed.

Inhaltsangabe:Einleitung: Zu Beginn des 20. Jahrhunderts gehörte Argentinien zu einem der reichsten Länder der Welt. Zum Jahreswechsel 2001/2002 bestimmten wirtschaftliches und politisches Chaos das Geschehen in Argentinien. Die empörte Bevölkerung demonstrierte tagelang vor dem Regierungsgebäude in Buenos Aires. Es kam zu Plünderungen durch die verarmte Bevölkerung und zu zahlreichen Toten und Verletzten bei Zusammenstößen mit der Polizei. Innerhalb nur weniger Tage hatte das Land fünf Präsidenten. Oft wird sich in der Literatur die Frage gestellt, wie es dazu kommen konnte, dass Argentinien im Jahre 2001 die Zahlungsunfähigkeit und somit den Staatsbankrott erklären musste. Um den ökonomischen Abstieg des Landes von einem der reichsten Länder der Welt zu einem Schwellenland zu verstehen, ist es notwendig die geschichtliche und wirtschaftliche Entwicklung zu einem Zeitpunkt zu betrachten, der weit vor der Krise liegt. Die Erklärungen für die Ursachen der Krise greifen meiner Ansicht nach zu kurz, wenn sie sich nur auf die Indikatoren oder die neoliberale Wirtschaftspolitik stützen, welche sich in den umgesetzten Reformen unter Menem oder in den vom IWF geforderten Strukturanpassungsmaßnahmen widerspiegeln. Daher konzentriere ich mich in der vorliegenden Arbeit auf die Darstellung der Wirtschaftsentwicklung des Landes im 20. Jahrhundert. Schwerpunkt der Arbeit ist es, die Defizite herauszuarbeiten, die sich im geschichtlichen Verlauf in der ökonomischen Entwicklung ergeben hatten und die sich durch die neoliberale Wirtschaftspolitik zum Ende des Jahrhunderts so drastisch offenbaren konnten. Ziel der Arbeit ist es aufzuzeigen, dass das Staatsdefault vor allem ein Resultat aus den Defiziten der Wirtschaftsentwicklung des letzten Jahrhunderts und der neoliberalen Wirtschaftspolitik unter Menem ist. Nur durch dieses Zusammenspiel erreichte die Krise das Ausmaß, welches sie zu einer der verheerendsten Krisen der Weltwirtschaftsgeschichte machte. Gang der Untersuchung: Die Kapitel zwei bis fünf sind chronologisch nach der jeweiligen wirtschaftspolitischen Entwicklungsstrategie unterteilt, welche die verschiedenen Regimes im 20. Jahrhundert verfolgt haben. Am Ende eines jeden Kapitels wird anhand von Grafiken die Entwicklung ausgewählter makroökonomischer Indikatoren dargestellt.
