Questo libro, frutto di ricerche archivistiche, dottrinali e di stampa, si propone come saggio di politica e insieme di dottrina, non appiattito su profili esclusivamente giuridici, ma vivificato dall’aderenza alla realtà storica, nel cui ambito l’identità umana di ogni Presidente, aiuta a comprenderne meglio la dimensione istituzionale. Le prerogative presidenziali, costituzionalmente delineate come raccordi moralmente autorevoli e sintesi unitaria fra i vari Poteri dello Stato, nel tempo sono andate estendendosi con le c.d. “esternazioni”, volte a scongiurare la paralisi del Parlamento per le speculari animosità di maggioranza ed opposizione. Pur memori della nota definizione del Calamandrei, sul Capo dello Stato come “viva vox Constitutionis”, non riteniamo inattuale il monito di Vittorio Zincone (1957), che la figura del Presidente di una Repubblica parlamentare debba risultare più vicina a quella del “confessore, che non del predicatore”. Tito Lucrezio Rizzo (Roma 1952), laureato in Giurisprudenza alla Sapienza a 22 anni con lode, abilitato alla professione di Avvocato, è Consigliere Capo Servizio della Presidenza della Repubblica. Già Professore di Storia del pensiero giuridico”, insegna alla Scuola di specializzazione per le professioni legali, Università di Tor Vergata, nonché alla Scuola di Perfezionamento per le Forze di Polizia. Vincitore 5 volte del Premio della Cultura della Presidenza del Consiglio, è autore di oltre 200 pubblicazioni, tra cui i saggi: La legislazione sociale della nuova Italia (E.S.I., 1988), Il Clero palatino tra Dio e Cesare (Rivista militare, 1995), L’evoluzione storico-giuridica della dotazione del Capo dello Stato (Rivista della Guardia di Finanza, 1996), Il Potere di grazia del Capo dello Stato dalla Monarchia alla Repubblica (Rivista della Guardia di Finanza, 1998), Di alcune attribuzioni note e meno note del Capo dello Stato (Annali del Centro Pannunzio, 2005-2006), Le Ragioni del diritto (Gangemi editore, 2006), ora tradotto in cinese dalla Zhejiang University Press (2009), Il pensiero giuridico dal mondo classico al Nuovo mondo (Gangemi editore, 2008), Parla il Capo dello Stato (Gangemi editore, 2012).
