In 2020, the EU provided an unprecedented response to the coronavirus crisis that hit Europe and the world. At its heart is a stimulus package worth EUR 2.018 trillion in current prices (EUR 1.8 trillion in 2018 prices). It consists of the EU's long-term budget for 2021 to 2027 of EUR 1.211 trillion (EUR 1.074 trillion in 2018 prices), topped up by EUR 806.9 billion (EUR 750 billion in 2018 prices) through NextGenerationEU, a temporary instrument to power the recovery. The EU sets the limits of its spending in the multiannual financial framework , the EU's long-term budget for the next 7 years. In this way, the EU secures the resources for its political priorities, like digitalisation and green deal. The budget also ensures room for flexibility, thus enabling the EU to respond to unforeseen circumstances. The 2021-2027 long-term budget, or the multiannual financial framework (MFF) of EUR 1.211 trillion, will seek to support the recovery while investing in the EU's regions, farmers, companies, researchers, students, citizens in general as well as our neighbouring countries.

This report provides projections for the inflows and outflows of the EU budget over the period 2021-2027. It is the first report on the long-term forecast issued after the adoption of the Multiannual Financial Framework (MFF) 2021-2027 and NextGenerationEU. The EU's long-term budget (the MFF), coupled with NextGenerationEU, will be the largest stimulus package ever financed in Europe amounting to a total of EUR 1.8 trillion (in 2018 prices). NextGenerationEU, an exceptional and temporary instrument, is designed to boost the recovery from the economic, social and health crisis caused by the COVID-19 pandemic. The MFF reflects the priorities of the Union for 2021-2027, underpinning the green and digital transitions to make the European economy fairer, more resilient and more sustainable for future generations. The report is issued in accordance with the requirements of Article 247(1)(c) of the Financial Regulation. In line with point 8 of the Interinstitutional Agreement and to allow for a comprehensive view of the revenue inflows and the expenditure outflows under the ceilings of the new MFF for its entire duration, the forecast exceptionally spans over seven years - from 2021 to 2027. Moreover, the report includes as a novel element the projected payments on all programmes benefitting from NextGenerationEU. This expenditure is additional to the spending under the MFF, and will be financed exclusively by revenue proceeds from borrowing operations on the capital markets (constituting external assigned revenue).

This edited volume on the EU Multiannual Financial Framework 2021- 2027 is the outcome of an initiative by the Robert Schuman Centre for Advanced Studies at the European University Institute of Florence. In mid-October 2019, academics, think tankers, practitioners and experts in European finance and politics discussed how to improve the Multiannual Financial Framework for the next decade. The discussion was both conceptual and policy-relevant. It was therefore not limited to the MFF but also reflected on the objectives and needs of major EU policies. This discussion was timed to coincide with the renewal of the 2021-2027 MFF, which was being negotiated by the EU institutions. Subsequently, events changed the timeline. The arrival of the Von der Leyen Commission added a new dimension to the initial proposal (May 2018) by adding the Green Deal, and later, following the pandemic crisis, another new layer: Next Generation EU, which created the exceptional opportunity for the Commission to borrow capital on the financial market and offer it to the Member States partly in grants and partly in loans.

The severity of the COVID-19 pandemic and its far-reaching multi-dimensional repercussions placed an unprecedented pressure on the socio-economic fabric of the EU and its member states. With the overarching aim to assist EU member states with the recovery from the pandemic, the European Commission initiated NextGenerationEU (NGEU) within the 2021-2027 European Multiannual Financial Framework (MFF). In the context of COVID-19 recovery, the Commission states that the social dimension is a priority for the EU level response to the pandemic (European Commission 2020a). To this end, scholars argue that NGEU is a symbol of solidarity in the EU (see e.g., Jones 2021). We take this emphasis on the social dimension and solidarity as an overarching starting point for our (inceptive-descriptive) analysis of NGEU under a social equity lens. Particularly, we attempt to trace dimensions of social equity in NGEU, which we understand as both a governance innovation and financial instrument. We deem the examination of NGEU under a social equity lens important as past EU level responses to crisis (e.g., the sovereign debt crisis) as well as changes in its institutional setup (e.g., introduction of the European Semester) arguably overlooked social concerns in terms of policy preferences and design in favour of their economic-fiscal counterparts. The present policy brief was prepared on the occasion of the EUI's The State of the Union 2022 Conference on "A Europe Fit for the Next Generation?".
